TO: WILLIAM A. HUSTON, CITY MANAGER
FROM: PATRICK SANCHEZ, PARKS AND REREATION DIRECTOR
SUBJECT: BOYS & GIRLS CLUB BUS DONATION
SUMMARY:
The Boys and Girls Club of Tustin is offering to donate a 16 passenger bus with
wheelchair lift to the City. Its primary use would be for the Senior Transportation
Program and would replace the current back-up 1994 Ford 16A/2W (16 ambulatory/ 2
wheelchair) passenger bus.
RECOMMENDATION:
Accept the donation of the bus from the Boys and Girls Club of Tustin.
FISCAL IMPACT:
The City's vehicle maintenance division in Field Services has inspected the bus and
estimated the yearly cost of operation at $700. This would include gas, routine
maintenance and updates of required safety equipment. Field Services report that the
condition of the bus is very good. The cost to provide insurance (82-850-8930 Property
InsUrance Premium), maintenance (01-406-6815 Vehicle Repair) and a driver (01-705-
5005 Senior Center Part-time staff) would be absorbed in the current 2005/06 operating
budget. The Senior Transportation busses are not included in the Vehicle Replacement
Fund. Past replacement vehicles have been provided by OCT A through their surplus
program.
BACKGROUND:
The Parks and Recreation Department operates 2 busses in its fleet for the Senior
Transportation Program. The fleet consists of one primary vehicle, a 1997 Ford
16A/2W bus and one back-up, a 1994 Ford 16A/2W bus. The City's vehicle
maintenance division has requested we surplus the current back-up and find a new or
used bus/van to replace it.
Staff researched applying for a 5310 Vehicle Replacement Grant through the State of
California, but costs were considerably higher and require matching funds in the amount
of $6,942.

The donated vehicle is a 1997 Ford bus and the mileage is 186,000. Staff recommends
the City accept the bus donation from the Boys and Girls Club and use it as a back-up
vehicle as recommended by the Supervisor of Vehicle Maintenance.
Staff also recommends authorization to declare the current back-up vehicle (1994 Ford
Van) as surplus equipment and make it available for sale at the next available public
auction in accordance with section1626 of the Tustin Municipal Code.
