RESOLUTION NO. 4430
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF TUSTIN RECOMMENDING THAT THE CITY
COUNCIL ADOPT ORDINANCE NO. 1514, APPROVING
ZONE CHANGE 2020-001 TO CHANGE THE ZONING
DESIGNATION OF 1382 BELL AVENUE FROM PLANNED
COMMUNITY INDUSTRIAL (PC-IND) TO PLANNED
COMMUNITY INDUSTRIAL/BUSINESS (PC-IND/BUS) AND
TO APPLY CITY CODE PARKING STANDARDS FOR
OFFICES EXCEEDING 25,000 SQUARE FEET
The Planning Commission does hereby resolve as follows:
I. The Planning Commission finds and determines as follows:
A. That a proper application for Zone Change (ZC) 2020-0001 was filed by
Seth Hiromura on behalf of SteelWave LLC requesting authorization to
change the Zoning Designation of 1382 Bell Avenue from Planned
Community Industrial (PC-IND) to Planned Community Industrial/Business
(PC-IND/BUS) and to apply City Code parking standards for offices
exceeding 25,000 square feet;
B. That a public hearing was duly called, noticed, and held on said
application on June 8, 2021, by the Planning Commission;
C. That the proposed ZC to PC-IND/BUS District is consistent with the Tustin
Area General Plan and, in particular, the Land Use Element which
designates this property as industrial and accommodates a broad range of
industrial/commercial uses and development;
D. That the City approved similar zone changes from PC-IND to PC-
IND/BUS in 1979, 1985, 1995, and 2008 for the surrounding properties
located to the east, south, and southwest of the subject site.
E. That the proposed ZC to PC-IND/BUS District is in the best interest of the
public health, safety, and welfare of the surrounding area in that the
proposed zoning designation of PC-IND/BUS is compatible with
surrounding land uses that are similarly zoned for industrial/office uses;
F. That the proposed ZC will not adversely impact the public health, safety,
and welfare of the community, but benefit the community by increasing
the marketability of the project site and therefore, increase the future
economic viability through employment opportunities and additional tax
revenues.

G. That an Initial Study was prepared to evaluate the potential environmental
impacts associated with ZC 2021-0001 and concluded that there is no
substantial evidence that the proposed project may have a significant
effect on the environment and a draft Negative Declaration (ND) was
prepared.
II. The Planning Commission hereby recommends that the City Council adopt
Ordinance No. 1514 approving ZC 2021-0001, amending the Zoning designation
from Planned Community Industrial (PC-IND) to the Planned Community
Industrial/Business (PC-IND/BUS) zoning district, as identified in Exhibit A
attached hereto and to apply City Code parking standards for offices exceeding
25,000 square feet.
PASSED AND ADOPTED by the Planning Commission of the City of Tustin, at a regular
meeting on the 8th day of June, 2021.
