SUBJECT: APPROVAL OF A CONSULTANT SERVICES AGREEMENT WITH
ECONOMICS, INC. TO PREPARE A SOLID WASTE BASE YEAR
STUDY FOR SUBMISSION TO THE CALIFORNIA INTEGRATED
WASTE MANAGEMENT BOARD
SUMMARY
In order to more accurately measure City compliance with the AB-939 diversion
requirements, up-to- date solid waste data is essential. The City's annual report currently
utilizes 2001 as the base year. Staff is recommending that the City Council approve a
Consultant Services Agreement with EcoNomics, Inc. in the amount of $43,450 to prepare a
new base year study which will establish 2005 as the new base year.
RECOMMENDATION
Staff recommends that the City Council approve a Consultant Services Agreement with
EcoNomics, Inc. in the amount of $43,450 to prepare a new base year study for submittal to
the California Integrated Waste Management Board (CIWMB).
FISCAL IMPACT
Adequate funds are available in for this project in the Public Works Department Operating
Budget Account No. 01-401-6010.
BACKGROUND
Each year staff submits an annual report to the CIWMB which, among other information,
contains a measurement of the City's solid waste diversion for the reporting period. This
measurement requires the establishment of a base year in which the amount of solid waste
generated in the jurisdiction must be determined. Therefore, it is important that the base
year data accurately represents the amount of waste generated by the City's residents and
businesses. This data extends beyond the waste collected, diverted and disposed by the
hauler and includes other private sector activity including source reduction and other
recycling efforts. During the SB-1066 Time Extension process, CIWMB staff recommended
that the City update its base year study this year.

Later this year staff will develop a new Solid Waste Contract for bid. The use of a new base
year study will greatly assist staff in developing the various performance and service
standards that will be in the contract documents. This study will also provide potential
bidders with timely data on which to base their bids.
Staff has utilized EcoNomics, Inc. to successfully guide the City through the SB-1066 Time
Extension Process. EcoNomics, Inc. has demonstrated expertise including efforts in
Laguna Hills, Mission Viejo and Rancho Santa Margarita.
Staff recommends that the City Council approve a Consultant Services Agreement with
EcoNomics, Inc. to complete the CIWMB base year study. Staff anticipates that the study
will be completed and ready for submission to the CIWMB late this summer.
