Kendig, City Attorney MINUTES OF THE BUDGET WORKSHOP OF THE CITY COUNCIL 4:15 P.M. CALL TO ORDER at 4:18 p.m. ATTENDANCE Present: Mayor Letitia Clark, Mayor Pro Tem Austin Lumbard and Council Members Barry W. Cooper and Ryan Gallagher Absent: Council Member Gomez (arrived at 4:29 p.m.) City Clerk: Erica N. Yasuda, City Clerk Others Present: David E. Kendig, City Attorney, Matthew S. West, City Manager PUBLIC INPUT— None WORKSHOP ITEMS 1-2 1. FISCAL YEAR 2021-2023 BIENNIAL BUDGET WORKSHOP Director of Finance Jason AI-Iman; Deputy Director of Finance Sean Tran; and Public Works Manager Stacey Cuevas provided a PowerPoint presentation. This report provides the City Council with the Proposed Biennial Budget and Capital Improvement Program for Fiscal Years 2021/22 and 2022/23. At the end of Fiscal Year 2022/23, General Fund Reserves are projected to remain at or above the City Council's minimum reserve policy. The Council unanimously received and filed the Proposed Biennial Budget and Capital Improvement Program for Fiscal Years 2021/2022 and 2022/2023, which will be brought forward to the City Council for consideration of adoption on June 15, 2021. USER FEE STUDY Director of Finance Jason AI-Iman and Willdan Consultant Tony Thrasher provided a PowerPoint presentation. A comprehensive User Fee Study was conducted to determine the current cost of providing services and to ensure that user fees and charges do not exceed the costs of providing services. Industry best practices recommend that a comprehensive review of cost of services and fees be performed every three to five years. The City's user fees and charges have not been updated since 2008, and as a result, costs have increased over time while user fees and charges have remained unchanged. The scope of the study did not include a review of taxes, development impact fees, or utility rates. The Council unanimously received and filed the User Fee Study. CITY MANAGER/CITY ATTORNEY COMMENTS City Manager Matthew S. West Announced the City Council has held several workshops over the last couple of months; thanked Director of Finance, Jason AI-Imam, city staff and consultants for all their hard work; a lot of material was provided; appreciated staff's efforts and the City Council's willingness and time on the items. City Attorney David E. Kendig Appreciated the input by City Council; announced will help prepare for the adoption of the budget which will occur later on; appreciated all the time and effort put into the workshop. COUNCILMEMBER COMMENTS Mayor Clark Thanked city staff and the City Council for taking the time to hold several study sessions to review the documents; appreciated the in-depth conversations; hoped the public appreciated the time to carefully go over the matters and make sure they had an opportunity to voice their concerns.
