REQUEST:
Authorization to upgrade an existing Alcoholic Beverage Control (ABC) license from
Type 41 to Type 47 to allow on-site alcoholic beverage sales of beer, wine, and
distilled spirits in conjunction with an existing restaurant.
ENVIRONMENTAL STATUS:
This project is Categorically Exempt (Class 1) pursuant to Section 15301 of the
California Environmental Quality Act.
RECOMMENDATION:
That the Zoning Administrator adopt Zoning Administrator Action (ZAA) No. 21-004
approving Conditional Use Permit (CUP) 2021-0011 to upgrade an existing Alcoholic
Beverage Control (ABC) license type from Type 41 to Type 47 for the sale of beer,
wine, and distilled spirits for on-site consumption in conjunction with an existing
restaurant establishment (EI Camino Cafe) located at 195 EI Camino Real, Suite 101.

The Acting Zoning Administrator (Irma Huitron, Assistant Director of Planning)
asked all Zoom attendees to identify themselves for the record. Scott Reekstin
(Principal Planner), Jorge Maldonado (Assistant Planner), and Vera Hurtado
(Recording Secretary) were all in attendance.
Huitron opened the Public Comments section at 11:31 a.m.
Maldonado provided a brief description of the item and he introduced the
representative for EI Camino Cafe. Allen Del Rio, son of Guillermo Del Rio, was
also in attendance. He spoke briefly on the history of EI Camino Cafe.
Hurtado confirmed there were no phone calls or emails received, from the public,
for this item.
Huitron stated she had reviewed the staff report and she also briefly went over
the agenda report. She emphasized to Mr. Del Rio that the business had to offer
a full-service menu anytime alcohol is to be served. She strongly advised that
there was not to be "alcohol sales only". Huitron asked Mr. Del Rio if he had an
opportunity to review the Conditions of Approval and if there would be any
concerns agreeing with the Conditions of Approval. Mr. Del Rio did not have any
questions or concerns and he was in agreement with the Conditions of Approval
provided.
Maldonado confirmed there were no concerns identified by the Tustin Police
Department.
Huitron advised Mr. Del Rio, that if there are any questions or concerns in the
future, to notify the City.
At 11:38 a.m., Hurtado confirmed that there were no phone calls or emails
received from the public for this item.
Huitron read the recommended action, for the record.
Huitron adopted ZAA 21-004.
Huitron closed the Public Comments section at 11:39 a.m.
The Public Hearing item was closed at 11:39 a.m.
