SUBJECT: AWARD OF CONTRACT FOR CONSTRUCTION OF THE TUSTIN RANCH
ROAD REHABILITATION BETWEEN 1-5 FREEWAY AND BRYAN AVENUE
(CIP NO. 7179), AND THE TUSTIN RANCH ROAD REHABILITATION
BETWEEN WALNUT AVENUE AND 1-5 FREEWAY (CIP NO. 7180)
SUMMARY
Bids for the combined Tustin Ranch Road Rehabilitation between 1-5 Freeway and Bryan
Avenue (CIP No. 7179), and Tustin Ranch Road Rehabilitation between Walnut Avenue and 1-
5 Freeway (CIP No. 7180) have been received and a construction contract is ready to be
awarded.
RECOMMENDATION
It is recommended that the City Council award the construction contract for the Tustin Ranch
Road Rehabilitation between 1-5 Freeway and Bryan Avenue (CIP No. 7179), and the Tustin
Ranch Road Rehabilitation between Walnut Avenue and 1-5 Freeway (CIP No. 7180) to All
American Asphalt, the lowest responsible and responsive bidder in the amount of $993,993.00,
and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the
City.
FISCAL IMPACT
The Fiscal Year 2005-2006 Capital Improvement Program (CIP) Budget provides $562,822 for
the Tustin Ranch Road Rehabilitation between 1-5 Freeway and Bryan Avenue (CIP No. 7179)
and $600,000 for the Tustin Ranch Road Rehabilitation between Walnut Avenue and 1-5
Freeway (CIP No. 7180) for a total allocation of $1,162,822. The City has secured grant
funding for these projects from the Orange County Transportation Authority's (OCTA)
Combined Transportation Funding Program (CTFP) under the federal Arterial Highway
Rehabilitation Program (AHRP). The AHRP matching fund reimbursement in the amount of
$510,000 covers eligible construction expenses through the federal program. Funds for
construction will also be provided by a combination of Gas Tax funds and the City's CIP
budget. The bid amount for this work is $993,993.00. Both of these projects are part of the
City's on-going Maintenance of Effort (MOE) requirement to maintain eligibility for Measure M
funding.

BACKGROUND
Bids were opened on April 11, 2006. There were four (4) bids received and the results are
summarized as follows:
. All American Asphalt, Corona .............................................. $993,993.00
. R. J. Noble Company, Orange.............................................. $1,021,390.20
. Sequel Contractors, Inc., Santa Fe Springs ......................... $1,141,995.00
. Hardy & Harper, Inc., Santa Ana ......................................... $1,183,253.75
The references and the State Contractor's License for All American Asphalt have been
checked and are appropriate for the subject project. Their bid for the Tustin Ranch Road
Rehabilitation between 1-5 Freeway and Bryan Avenue (CIP No. 7179), and Tustin Ranch Road
Rehabilitation between Walnut Avenue and 1-5 Freeway (CIP No. 7180) is 21 % below the
engineer's estimate of $1,255,000. This is primarily due to unanticipated decreases in the cost of
asphalt.
The subject projects were combined into one bid package to simplify the contract
administration process by reducing duplication of efforts. This is especially important since the
projects are funded by a federal grant and subject to the State of California Department of
Transportation (Caltrans) approval process. Combining these projects will also maximize cost
savings by taking advantage of the common work items shared by each of the projects.
Authorization for construction was issued by Caltrans on February 14, 2006.
The proposed pavement rehabilitation on Tustin Ranch Road consists of removal of failed
pavement sections; resurfacing of the entire street with new asphalt concrete; removal and
replacement of curb ramps to comply with the latest requirements of the Americans with
Disabilities Act (ADA); removal and replacement of damaged curb and gutter; and installation of
new traffic signal loops and striping.
