HUSTON, CITY MANAGER FROM: CITY CLERK'S OFFICE SUBJECT: LEASE AGREEMENT - DIGITAL PHOTOCOPIERS SUMMARY: In 2001, the City Council approved a 60-month lease and maintenance agreement for three photocopiers for City Hall's reproduction room and Human Resources/City Clerk Department. That lease agreement expired on March 21, 2006. A fourth copier, shared by the Community Development and Public Works Departments, has a separate lease agreement and expired at the same time. Staff is requesting three additional copiers, one requested by Field Services, one by Building/Planning counter area, and a color copier to be set up in the reproduction room for City-wide use. RECOMMENDATION: Authorize the City Manager to execute a 60-month lease, maintenance and supply agreement with Xerox for seven digital photocopiers in the annual amount of $31 ,600. FISCAL IMPACT: Annual appropriation for copier lease is approximately $53,000 which includes all duplicating expenses. The current annual lease and maintenance agreement for the City's four copiers totals approximately $24,400, excluding supplies. The proposed new annual lease and maintenance agreement, including supplies (except paper and staples), for seven Xerox digital copiers would total approximately $31,600. DISCUSSION: In 1996, the City entered into an agreement for two photocopiers used in the reproduction room. In 2001 we approved an additional 60-month lease for four copiers. These machines are utilized throughout the City and used for the majority of photocopying needs for City Hall including the production of City Council and Planning Commission Agenda packets. All four copiers are at or nearing the end of their productive lifespan and have increasingly become less reliable, requiring more service, and the copy quality has continued to deteriorate. Page 2 If the lease agreement with Xerox is approved by the City Council, the cost for leasing three (3) digital Xerox 265 copiers, one (1) digital Xerox 90 copier, two (2) digital Xerox 245 and one (1) digital color Xerox 3545 is approximately $31,600 per month for 60 months with a fair market value buyout. The total cost for 60 months would be approximately $158,00.00. The proposed copiers will be digital and connected to the City's computer network system allowing employees to send print jobs directly to the copiers. The copiers can be used as printers at an average page cost of .006 cents per copy compared to .05 cents per copy utilizing a printer. This process will save time as well as money. With the knowledge that replacement of copiers would be necessary, staff prepared and sent an informal Request for Proposals to three (3) vendors - Image IV, Konica, and Xerox - requesting bids on a 60 month lease. Staff evaluated the overall performance of comparable machines and felt that Xerox's copy resolution, concurrency, network connectivity, scan features, and internal tracking and accounting system were by far superior and more technically advanced. Also, for the past three years, the Police Department and Parks and Recreation Departments have been using Xerox photocopier equipment. Staff has found the equipment's performance above average, service responses have been prompt, and supplies have been delivered in a timely manner. Staff has been very satisfied with Xerox and recommends that the City Council approve the 60-month lease with Xerox for seven (7) digital photocopiers. Maria R.
