HomeMy WebLinkAboutCC RES 06-50 RESOLUTION NO. 06-50 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN APPROVING DESIGN REVIEW 06-008 FOR THE RAWLINGS RESERVOIR REPLACEMENT PROJECT AT 13331 FOOTHILL BOULEVARD The City Council of the City of Tustin does hereby resolve as follows: I. The City Council finds and determines as follows: A. That Design Review 06-008 is a City-initiated project that involves the demolition of the existing 3.82 million gallon Rawlings Reservoir at 13331 Foothill Boulevard and the construction of two new 3.0 million gallon concrete domestic water tanks within the same site. Also proposed is an off-site storm drain connection within existing right-of-way adjacent to the site; B. That a public meeting was duly called, noticed, and held for said project on April 17 , 2006, by the City Council; C. That the proposed project is consistent with the Tustin General Plan in that the property is designated as "Public/Institutional" and "Low Density Residential" which provide for the establishment of public facilities. In addition, the project has been reviewed for consistency with the Air Quality Sub-Element of the City of Tustin General Plan and has been determined to be consistent with the Air Quality Sub-Element; D. Pursuant to Section 9272 of the Tustin City Code, the City Council finds that the location, size, architectural features, and general appearance of the proposed project will not impair the orderly and harmonious development of the area, or the present or future development therein as a whole. In making such findings, the Council has considered at least the following items: 1. Height, bulk, and area of buildings; 2. Setbacks and site planning; 3. Exterior materials and colors; 4. Type and pitch of roofs; 5. Size and spacing of doors, and other openings; 6. Roof structures; 7. Location, height, and standards of exterior illumination; 8. Landscaping, parking area design, and traffic circulation; 9. Location and appearance of equipment located outside an enclosed stru ctu re; Resolution No. 06-50 Page 1 of 3 10. Physical relationship of proposed structures to existing structures in the neighborhood; 11. Appearance and design relationship of proposed structures to existing structures and possible future structures in the neighborhood and public thoroughfares; and 12. Development guidelines and criteria as adopted by the City Council. E. A Mitigated Negative Declaration has been prepared for this project in accordance with the provisions of the California Environmental Quality Act (CEQA) and recommended for approval by the City Council. II. The City Council hereby approves Design Review 06-008, subject to the Mitigation Measures in the Mitigation Monitoring and Reporting Program, which is Exhibit B to City Council Resolution No. 06-49, and subject to the condition that all applicable State, regional, and local agency permits are obtained.
