JORDAN, CHIEF OF POLICE SUBJECT: SPECIAL INVESTIGATIONS UNIT LEASE VEHICLES SUMMARY: The Police Department is seeking approval of City Council to lease three (3) new vehicles to replace three (3) existing leased vehicles that are nearing the end of their contract. RECOMMENDATION: Approve the following three leases: 2006 Nissan Altima and 2006 Nissan Pathfinder from Tustin Nissan; and Toyota Highlander from Tustin Toyota. FISCAL IMPACT: Funds are currently available in the Police Department budget, account number 01-502-6860. Total monthly cost for all three leases is $1013.29. DISCUSSION: When the Special Investigations Unit was formed in the late 1980's, it quickly became apparent that their vehicle needs were dissimilar from other non-uniform operations within the police department. Due to the nature of their work in vice and narcotics enforcement, it is necessary for them to utilize vehicles not readily identified as government-issue. Three vehicles fall into this category and are assigned to the Special Investigations Unit. These vehicles were obtained with a short-term lease through Enterprise Fleet Services. The leases for all three cars will end July 9th, 2006. There is no state contract available for the leasing of vehicles. Accordingly, lease bids were solicited from Tustin Auto Center dealerships through Mark Parkinson, the Auto Page 2 Center Association President. Dealerships included in the bid process were: Tustin Chevrolet, Tustin Nissan, Tustin Cadillac, Tustin Lexus, Tustin Toyota, Tustin Dodge, Tustin Lincoln-Mercury, Tustin GMC, Tustin Mazda, Tustin Acura, Tustin Infinity and Power Ford. The bid offer was also extended to our current lease vendor, Enterprise Fleet Services. The bid offer solicited bids for short term, no money down, closed end leases on "a mid-sized sport utility vehicle" and a "mid-sized sedan." Of the above listed solicited vendors, only four submitted lease bids. Dealerships bidding included: Tustin Mazda, Tustin Nissan, Tustin Toyota and Enterprise Fleet Services. Of the four submitted bids, two dealerships were selected to supply vehicles that met the needs of the Special Investigations Unit: Tustin Toyota bid a Toyota Highlander; and Tustin Nissan bid the Nissan Pathfinder and the Nissan Altima. These three vehicles were chosen over like equipped vehicles for their size, features, engine options, and ability to blend in with most cars on the road; necessary when performing covert undercover surveillance. Vehicles selected were the low bids. Lease terms for all three new vehicles will be the same; 36 month, zero money down, closed end lease with a 12,000 mile per year allowance. The monthly costs are as follows and include all taxes and fees: Toyota Highlander, $362.83; Nissan Altima, $298.02; Nissan Pathfinder $365.23. The monthly expenditure for these three leases is $1013.29, which is $228.56 less than the current lease total, saving $5,485.44 over the term of the contract. Scott M.
