The list focuses on the status of projects that the Planning Commission, Zoning Administrator, or Community Development Director approved, major improvement projects, and other items of interest. Maior Proiects Under Construction · Heritage Plaza (137 West First Street): Project completed. All eight tenants (dentist, Anthony B. Salon, Paula, Paula Home, Patterson Jewelers, laundry/cleaners, sandwich shop, Mexican food) are operating. · Prospect Village Project (191-195 E. Main Street): Permits have been issued. Pelican Properties has hired a special contractor to commence the fine demolition, including: o Removal of the cornice and glass from the A-rated structure at 193-195 Main Street. o Removal of brick from the B-rated structure at 191 Main Street. Where feasible, the intended use of these materials is as follows: o Use of the metal cornice within the interior courtyard architecture of the Main Street commercial building. o Use of distinctive features such as the leaded glass and brick from the buildings are proposed within the courtyard and/or interior of the commercial building. o Use of the brick may also be included throughout the project. After fine demolition, the remaining building will be demolished and site grading will occur. · Arbor Walk. Olson Company Condominium Development (14552 Newport Avenue): Homes are sold out and construction nearing completion, pending reslurry and restriping of internal drive aisles. Summary of Projects and Activities May 22, 2006 Page 2 · Gateway Village - Barn Site Redevelopment (1621 Edinger Avenue): The shell building and several tenant improvements are complete. Tenants to date that the City is aware of include Starbucks, Fresca's, T-Mobile, Dolce Vita Salon, Auction, Post & Mail, Quizno's, Flower Shop, Pro Salon & Spa, Honors Review. · B'nai Israel Classroom Building (2111 Bryan Avenue): Construction of the 7,076 square foot, two-story classroom building is nearing completion. · Valencia Business Center (1382 Valencia Avenue): Remodel of approximately 75,000 square foot industrial building to accommodate fourteen (14) new office, research and development, and warehouse condominiums is well underway. · Tustin Strata Center (14071-14081 Newport Avenue): Final inspection occurred March 20, 2006. · Trader Joe's Tenant Improvement and Tustin Crossings Remodel (12932 Newport Avenue): Fayade remodel and parking lot improvements finaled on March 31, 2006. · The Cottages/Nevis Homes (1361 EI Camino Real): The project includes construction of 93 condominium units. Grading and demolition permits were issued. Grading is underway and building permits are ready to be issued. · ACS Medical Office (12741-12791 Newport Avenue): The project includes construction of a two-story office building. Construction is underway. · McCharles House Expansion (335 South C Street): Construction of a 500 square foot addition to the south side of the existing restaurant and a 520 square foot detached retail building at the rear of the property is underway. Rough framing has been completed. · Makena Retail Center on Former Tustin Transmission Site (14001 and 14011 Newport Avenue): Construction of the 7,400 square foot retail center is nearing completion · Camellia Tract (Rawlings Way and Tustin Ranch Road): Construction of 25 single family detached homes. Grading and building permits have been issued and construction is underway. · Dental Office (14001 Newport Avenue, Suite C): The tenant improvements were approved and project is currently under construction. · Old Navy in The Market Place. Plans for an approximately 13,000 square foot addition are under construction. · Tustin Hummer (1 Auto Center Drive). Construction of a new sales/showroom for Hummer dealership at the Tustin Buick, GMC, Pontiac automobile dealership. Construction is underway. Summary of Projects and Activities May 22, 2006 Page 3 Zonina Administrator Actions · Conditional Use Permit 05-048 - A request to provide accessory massage services in conjunction with a beauty salon located at 17350 Seventeenth Street, Suite N, within the Planned Community Commercial (PC COMM) zoning district. . Conditional Use Permit 06-003 - A request to establish a dental office within a retail center located at 14001 Newport Avenue, Suite C, within the Central Commercial and Parking Overlay (C-2P) zoning district. Tustin Leaacv · The District at Tustin Legacy (Vestar) (Barranca Parkway and Jamboree Road): The rough grading permit for the 1,006,100 square foot Class A Retail Development was issued on January 4, 2006. Building plans for more than 660,000 square feet of building area are in plan check, and demolition of the existing structure and tarmac areas was completed on November 30, 2005. (See attached Vestar Permits Update.) Precise grading and building permits are expected to begin being issued within the next few weeks. · Tustin Legacy Partners (TLP): Staff is continuing to work with the Shea Properties and Centex Homes partnership as the Master Developer of approximately 740 acres to develop conceptual land use, circulation, and open space plans. · John Laing Homes, Planning Area 20 - Tustin Field I (Harvard Avenue and Edinger Avenue): All 376 units are completed. · John Laing Homes, Planning Area 21 - Tustin Field II (Harvard Avenue and Edinger Avenue): All phases of two of the products are complete and Phases 5 and 6 of last product are underway (167 of 189 homes are completed). · Columbus Square - Six model home sites are under construction. Senior housing project is in plan check. Anticipated date of model home opening is mid-June for private viewing by appointment and mid-July for public grand opening. · Columbus Grove - Five model home sites are under construction. Lennar has requested a revision to redesign one of the cluster products, which is currently under review. · South Orange Coast Community College District: Grading, encroachment, and drainage permits have been issued and construction is underway. · Ranch Santiago Community College District: Grading, encroachment, and drainage permits have been issued and construction is underway. Summary of Projects and Activities May 22, 2006 Page 4 · Orange County Rescue Mission's Village of Hope (LandsdowneNalencia): Building permits were issued on May 9, 2002, for the two (2) buildings located at 15635 and 15686 Landsdowne; Phase 2 is under construction. · Lennar, (Columbus Square and Columbus Grove): Permits have been issued for temporary real estate signage for each residential community. · Briggs Electric (14381 Franklin Avenue). Construction of a new 20,000 square foot industrial building to accommodate an electrical contractor office and warehouse. Construction is underway. · Altman Office Conversion (14891 Vorba Street). Conversion of an existing single family home into a professional consultant office. Construction is underway. Miscellaneous · Tustin Library (245 E. Main Street): Construction of a new library. Design plans are currently in plan check. · Public Storage (14861 Franklin Avenue). Public self storage - Design Review for a 3-story public storage building (176,130 sq. ft.) was approved and plans should be submitted for plan check shortly. · Tustin Commons (14101 Myford Road and 2642 Michelle Drive): Fayade remodel of two existing office buildings is complete. Tenant improvements are nearing completion. · Cingular Wireless (10200 Pioneer Road). A stealth wireless facility, replacing one of the parking lots on the Salvation Army site. Plans are in plan check. · Tustin Hacienda (240 E. Third Street): Conversion of an existing resthome into resthome for Alzheimer patients. Construction plans are in plan check. · 1-5 Self Storage (2631 Michelle Drive): Conversion of existing industrial buildings and construction of new buildings to accommodate a self storage facility. Plans are currently in plan check. · Office Building (12721 Newport). A Design Review for a 5,365 square foot office building was approved October 19, 2005. Plans are in plan check. · San Juan Daycare (1792 San Juan Street). Scheduled for the May 22,2006 Planning Commission meeting. · Single Family Addition (13321 Woodland Drive). A single family addition involving a 2,849 square foot home addition and new 420 square foot garage to an existing 887 Summary of Projects and Activities May 22, 2006 Page 5 square foot home. Design review has been approved and the project is currently in plan check. · Comerica Bank (3025 EI Camino Real): Construction of a new bank building within the North Village of The Tustin Market Place. Plans are in plan check. · Chipotle Mexican Grill (13348 Newport Avenue). Authorization to demolish an existing 1,900 square foot drive-through pharmacy, construct a new 2,565 square foot restaurant with outdoor seating area, and permit a type 47 ABC license (on sale general for bona fide public eating places) to sell beer, wine, and distilled spirits. · Home Depot Garden Center Expansion - Project withdrawn for the addition of an additional 21,000 square feet of building area for Home Depot Garden Center at 2782 EI Camino Real. The adjacent carwash was previously planned for demolition to accommodate the project but could remain as a result of withdrawing the project. Roadwav Public Improvements - Public Works Department · In December 2004, construction began for the Irvine Boulevard/Newport Avenue Intersection Widening Project (CIP No. 7118). Project is essentially complete with only minor items remaining. · Construction of the Valencia Avenue/Armstrong Avenue Project (CIP No. 7139) started in May 2005. The project is 55 percent complete. · After starting in October 2005, construction of the Edinger Avenue Widening Project (CIP No. 7147) is 30 percent complete and the Newport Avenue/SR-55 Ramp Reconfiguration Project (CIP No. 7130) is 25 percent complete. Underground utility installation is progressing. Construction of sewer on Valencia Avenue west of Red Hill Avenue has required road closure due to unstable soil conditions. · The Notice of Completion was recorded for Construction of the Altadena/Pasadena Pedestrian Enhancement Project (CIP No. 4063). This was the City's first in-pavement lighted crosswalk project. · In September 2005 the Red Hill Avenue/Olwyn Drive Pedestrian Enhancement Project (CIP No. 4067) was awarded. The project is the City's second in-pavement lighted crosswalk system. The project has been delayed due to construction of the OCSD sewer project on Red Hill Avenue, but is now ready to be installed in May/June 2006. · Ten bicycle lockers have been delivered under CIP No. 1060 for installation at the Commuter Rail Station. · Traffic Signal design is complete for the First StreeVB Street Pedestrian Enhancement Project (CIP No. 4068). Bid's have been received and award by the City Council is tentatively scheduled for June 2006. Summary of Projects and Activities May 22, 2006 Page 6 · Design of the new traffic signal on Portola Parkway at Citrus Ranch Park (CIP No. 4026) is complete and specifications are being finalized. Installation will be coordinated with construction of the park. · Design is 95 percent complete for the Pasadena Storm Drain Improvements (CIP No. 5032). · Work was accepted for the Newport Avenue Rehabilitation Project (CIP No. 7165), which also included the Walnut Sidewalk Enhancement (CIP No. 7186) and the Sycamore Sidewalk Enhancement (CIP No. 7185), by the City Council on May 15, 2006, at which time authorization was given to record the Notice of Completion. · Work for the Annual Major Maintenance Project (CIP No. 7001), Annual Sidewalk Repair Project (402-6235), and Williams Avenue Street Improvement Project (CIP No. 7187) is almost complete. This included the repaving of Seventeenth Street between Carroll Way and Prospect Avenue. · Bids have been received for the Tustin Ranch Road Rehabilitation Project between Walnut Avenue and Bryan Avenue (CIP No. 7179 & 7180). Work is scheduled for June 2006. · Design is 70 percent complete for the Irvine Boulevard Rehabilitation from Ranchwood Road to Jamboree Road (CIP No. 7181) and Jamboree Road Rehabilitation from Irvine Boulevard to the 1350 feet north of Tustin Ranch Road (CIP No. 7182, 7183 and 7184). · Preliminary design engineering is at the 55 percent level on the Red Hill Grade Separation at the aCTA/SCRRA railway crossing (CIP No. 7175).
