City of Tustin, et al., Case Number CV-01-3426 VVJR (CTX) (federal court matter); (2) To confer with the City Attorney about anticipated litigation pursuant to Government Code Section 54956.9(c)(one case); and (3) To confer with.Real Property Negotiator (Government Code Section 54956.8). CLOSED SESSION REPORT PUBLIC HEARING (ITEM 1) 1. LOCAL LAW ENFORCEMENT BLOCK GRANT PROGRAM The Omnibus Appropriations Act for fiscal year 1999 (Public Law 105-119) authorized the Director of the Bureau of Justice Assistance to make funds available to local government under the Local Law Enforcement Block Grant (LLEGB) Programs for reducing crime and improving public safety. The Police Department proposes to use the 2000-2001 LLEGB funds to purchase a multi-use vehicle for crime prevention/volunteer services and code enforcement, technology upgrades, computer enhancement programs and software applications, and specialized hardware for field/patrol units utilizing Less Than Lethal equipment. Recommendation by the Police Department: 1. Open and close the Public Hearing. 2. Authorize usage of the funds as recommended by the Police Department. CONSENT CALENDAR (ITEMS 2 THROUGH 10 ) Ali matters listed under Consent Calendar are considered routine and will be enacted by one motion. Them will be no separate discussion of these items prior to the time of the voting on the motion unless members of the Council, staff or public request specific items be discussed and/or removed from the Consent Calendar for separate action. . APPROVAL OF MINUTES- AUGUST 20, 2001 REGULAR MEETING Recommendation: Approve the City Council Minutes of August 20, 2001. , APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation: Approve Demands in the amount of $3,323,431.60 and ratify Payroll in the amount of $424,293.97. . PLANNING COMMISSION ACTION AGENDA- AUGUST 27, 2001 All actions of the Planning Commission become final unless appealed by the City Council or member of the public. Recommendation: Ratify the Planning Commission Action Agenda of August 27, 2001. , DONATION TO GOLDEN WEST COLLEGE Recommendation: Approve donation of one old police patrol vehicle, Unit #3407, VIN #1G1BLBZP8TR152348 and associated equipment to Golden West College as recommended by the Police Department Agenda- City Council September 4, 2001- Page 2 o SURPLUS EQUIPMENT SALES REPORT Recommendation: Receive and file Department/Field Services Division. as recommended by the Public Works o . RESOLUTION NO. 01-89- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING THE CITY'S CLASSIFICATION AND COMPENSATION PLANS Recommendation: Adopt Resolution No. 01-89 amending the City's Classification and Compensation Plans consistent with Council approved Memorandums of Understanding, the FY 2001/2002 budget and direction provided to the City Manager as recommended by the Human Resources Department. o APPROVAL OF REIMBURSEMENT AGREEMENT WITH IRVlNE RANCH WATER DISTRICT FOR THE INSTALLATION OF WICK IRRIGATION SYSTEM ON JAMBOREE ROAD Recommendation: Approve the reimbursement agreement with the Irvine Ranch Water District for the installation of the Wick Irrigation System on Jamboree Road and authorize the Mayor and the City Clerk to execute the document as recommended by the Public Works Department/Field Services Division. . TRAUMA INTERVENTION PROGRAMS, INC. (TIP) Recommendation: Approve the agreement with Trauma Intervention Programs, Inc. to provide additional services to victims of traumatic events and their families as recommended by the Police Department. 10. APPROVE RESOLUTION ADOPTING A NEW FLEXIBLE BENEFITS PLAN AND AUTHORIZE THE ADDITION OF AMERICAN FAMILY LIFE ASSURANCE COMPANY OF COLUMBUS (AFLAC) CATASTROPHIC CARE AND OTHER RELATED BENEFIT PROGRAMS Recommendation by the Human Resources Department: . Approve the following Resolution No. 01-87 to adopt a new Flexible Benefits Plan for eligible employees: RESOLUTION NO. 01-87 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ADOPTING A NEW FLEXIBLE BENEFITS PLAN . Authorize staff to add American Family Life Assurance Company of Columbus (AFLAC) catastrophic care and other related employee benefit programs to the City's benefits program. REGULAR BUSINESS (ITEM 11) 11. INTRODUCE ORDINANCE NO. 1235 TO AMEND CITY CODE SECTION 5200 RELATING TO DISASTER EMERGENCY SERVICES Adoption of Ordinance No. 1235 amending City Code Section 5200 in its entirety will assure compliance with the California Standardized Emergency Management System.
