STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: AUTHORIZATION TO PURCHASE VEHICLES AND EQUIPMENT INCLUDING DECLARATION OF SURPLUS EQUIPMENT FOR PUBLIC AUCTION SUMMARY Staff is requesting City Council authorization to purchase two (2) Kia Niro Hybrids, three (3) Toyota Prius Hybrids, one (1) tractor loader, one (1) backhoe loader, one (1) skid steer tractor with trailer and two (2) enclosed trailers. In addition, the City Council is requested to declare certain City equipment surplus in accordance with Section 1630a (2) of the Tustin City Code and authorize their sale at public auction. RECOMMENDATION It is recommended that the City Council: 1. Adopt Resolution No. 21-62 authorizing the Department of General Services of the State of California Contract# 1-18-23-1 OF to purchase two (2) Kia Niro Hybrid from U.S. Fleet Source and Contract# 1-18-23-1 OH for three (3) Toyota Prius Hybrid from Toyota of Sunnyvale; 2. Adopt Resolution No. 21-63 authorizing Sourcewell Contract#032119-JDC for the purchase of one (1) tractor loader (Stotz Equipment), one (1) backhoe loader (RDO Equipment Co.) and Contract#032119-CAT for one (1) skid steer tractor with trailer (Quinn Company); 3. Authorize the Purchase of two (2) enclosed trailers from Carson Trailers, Inc., the lowest responsible bidder; and 4. Declare, in accordance with the Tustin City Code — Section 1630a (2), the attached itemized list of equipment as surplus and not required for public use and authorize the sale at the next available public auction, crediting net proceeds to applicable City revenue fund. FISCAL IMPACT On July 20, 2021, City Council approved a supplemental appropriation in the amount of $199,875 and authorized the use of the City's AB 2766 disbursements (Account #133-80-00-9710) for FY 2020/2021 and FY 2021/2022 to fund the purchase of five (5) electric and/or hybrid vehicles to replace City pool cars. The remaining funding for all operational heavy equipment has been budgeted and appropriated in the Fiscal Year 2021-2022 approved Public Works Operating Budget utilizing the Vehicle Replacement Fund (Account #184-80-00-9740). DocuSign Envelope ID: 1329BDA6-63C6-4222-8A36-123CE92404B2 Authorization to Purchase Vehicles and Equipment August 17, 2021 Page 2 CORRELATION TO THE STRATEGIC PLAN The recommended actions contribute to the fulfillment of the City's Strategic Plan Goal B, Public Safety and Protection of Assets, ensuring that Tustin is an attractive, safe and well-maintained community. Utilization of the AB2766 funding falls under Goal C pertaining to financial strength and under Goal D pertaining to working collaboratively with agencies within and outside the City on issues of mutual interest and concern in that the Program provides funding for State mandated emission reduction projects and programs. DISCUSSION The replacement of five (5) City pool cars utilized by Public Works, Community Development, and Finance will be replaced with vehicles that meet the goal and intent of carrying out a local vehicle emission reduction program supported by the use of the Motor Vehicle Registration Subvention Funds, AB2766. Currently, staff utilize pool cars to perform their daily duties. The purchase of two (2) Kia Niro Hybrids and three (3) Toyota Prius Hybrid to replace the three Chevrolet Impalas, Chevrolet Cruze and Dodge Durango will assist the City in continuing efforts to reduce emissions of the City fleet. These vehicles are available through CA State contracts. Acquisition of these vehicles is more efficiently and cheaply obtained from the State Department of General Services and may be authorized by resolution of the City Council pursuant to Tustin Municipal Code Section 1625c. The one (1) tractor loader, one (1) backhoe loader, and two (2) enclosed trailers for Public Works is needed because these vehicles and equipment have reached the end of their useful life. Fundamentally, the decision to replace a vehicle or piece of equipment at or beyond its useable life is a blend of finances, mechanical condition, repair history and potentially shifting operational needs. The 2021-2022 budget for the Water Enterprise includes the purchase of a skid steer with a trailer. Water crews use a skid steer loader and asphalt planer to primarily remove asphalt on leak repairs, service replacements, smaller loading efforts, jack hammering, and other work. Utilizing the skid steer is faster, leaves a straighter and cleaner edge that minimizes the damage to adjacent pavement minimizing the pavement repair costs and compliant with means and methods required by Public Works Standard Plans for utility pavement excavation, restoration and safety. Sourcewell, formerly National Joint Powers Alliance (NJPA), vendors have provided pricing for the tractor loader, backhoe loader and the skid steer with trailer. Sourcewell is a municipal contracting government agency that serves education and government agencies nationally through competitively bid and awarded contract purchasing solutions. The City of Tustin is an established customer with Sourcewell (customer number 18532). Acquisition of this equipment is more efficiently and cheaply obtained from Sourcewell and may be authorized by resolution of the City Council pursuant to Tustin Municipal Code Section 1625c. The City solicited quotes, from three local vendors, for the two enclosed custom trailers for Field Services and Carson Trailers Inc. (Gardena) provided the lowest responsible quote, These trailers allow staff to securely transport and store small equipment such as weed eaters, turf edgers, backpack blowers, hand tools as well as smaller mowers.
