SUBJECT: AWARD OF BID FOR THE TUSTIN SPORT PARK PLAYGROUND
RENOVATION (CIP NO. 20086)
SUMMARY:
Staff is requesting that City Council award the construction contract for the Tustin
Sports Park Playground Renovation Project (CIP No. 20086) to the lowest
responsive/responsible bidder, Micon Construction, and authorize the Mayor and City
Clerk to execute the contract documents on behalf of the City.
RECOMMENDATION:
1 . Award a construction contract to Micon Construction in the amount of $422,720
subject to the approval of contract requirements by the City Attorney and final
execution of the contract.
2. Authorize the Mayor and the City Clerk to execute the contract documents on
behalf of the City; and
3. Approve a supplemental appropriation of $82,000 from the Park Development
Fund.
FISCAL IMPACT:
The Tustin Sports Park Playground Renovation Project is included in the 2021-2022 Fiscal
Year Capital Improvement Program for a total of $350,000. Funding for this project
includes Park Development (Fund 131) and a State of California Proposition 68 Per Capita
Grant of$228,000.
The recent escalation in construction materials costs have created an unfavorable bidding
environment which is reflected in the bids. A supplemental appropriation in the amount of
$82,000 from Park Development is requested to make up the budget shortfall and provide
for construction contingency.

CORRELATION TO THE STRATEGIC PLAN:
The project advances Goal A of the City of Tustin Strategic Plan regarding Economic
and Neighborhood Development by making improvements to existing parks to expand
recreational activities.
BACKGROUND:
The playground equipment and surfacing at Tustin Sports Park (12850 Robinson Drive)
was installed over 15 years ago and is in need of replacement. The Community
Services Commission has identified the upgrade of this playground as next in line in
their seven-year CIP priority list.
The new playground's design will feature structures for ages 2-5 and 5-12, swings for
various ages and abilities, and inclusive, ground level play elements. The playground
surfacing will predominately be Americans with Disabilities Act (ADA) compliant,
poured-in-place rubber with a small sandbox area. In addition, the fabric of the existing
playground shade structure will be replaced.
This project will also include the installation of a custom awning for the outdoor seating
area of the park building adjacent to the playground and a series of ADA improvements
throughout the park.
SUMMARY:
Sealed bids were opened on August 2, 2021 . The six (6) bids were as follows:

Reference checks of the contractor, review of the bid documents and required bonds,
and a determination that the contractor possesses a valid contractor's license have
been completed. The City Attorney will complete a review of the contract and insurance
certificates. Construction is not scheduled to begin until January 2022 due to shipping
delays for the playground equipment and the project should be completed by the end of
March 2022.
