Honorable Mayor and Councilmembers, I urge to NOT APPROVE the addendum to the RHAS FPEIR for this project. The project fails to address the increasing pressure on the limited parking within the city. The density of 137 residential units is not adequately serviced by 227 parking spaces. This is less than two on-site parking spaces per resident. With several spaces likely to be encumbered by dedication to visitor parking, short term drop-off/pick-ups, electrical vehicles, disabled parking, reserved spaces for the retail space, etc. The parking available to the 137 residential units will likely be closer to 175 or less. This is totally inadequate. With the continual rising cost of homes and the economic pressures, it is certain that these homes will largely be purchased by two-earner families. The parking demands need to be adequately addressed with a MINIMUM of 2 unencumbered on-site parking stalls per home with an additional 30%of parking stalls required to address the encumbrances listed above. In light of the recent COVID-19 crises, it is apparent that public transportation cannot be relied upon as a permanent solution for commuting. Vehicle Trips per Day are certain to increase over the Pre-COVID levels when businesses fully open. I predict that there will be a reluctance to use public transportation by most commuters. Without adequate on-site parking, and with the limited available street parking in this already crowded area of the city, the result will be unauthorized parking in the commercial center across Red Hill Avenue. With this, the incidents of jaywalking and vehicle/pedestrian accidents will increase. There is no indication that housing costs will decrease in the future, increasing the number of vehicle commuters/residents in these homes in the future. This project needs to consider the future impacts as well as the existing situation. I urge you to reject this proposal and condition the developer to design the project with a minimum of 2.3 parking places per residence. Respectfully, Brad Losey, Registered Civil Engineer
