PUBLIC HEARING: Opened the Public Hearing at 10:34 a.m.
1. CONDITIONAL USE PERMIT(CUP) 2021-0017
APPLICANT: SUSAN MCDOWELL

LOCATION: 2124 SKYLAR PLACE
REQUEST:
A request to establish a temporary home sales center including a 2,160 square foot
sales office trailer, parking lot and landscaping for new home sales activities within The
Landing at Tustin Legacy residential subdivision.
ENVIRONMENTAL STATUS:
This project is Categorically Exempt pursuant to Section 15304(e) (Class 4) of the
California Environmental Quality Act (CEQA).
RECOMMENDATION:
That the Zoning Administrator adopt Zoning Administrator Action No. 21-005,
approving Conditional Use Permit (CUP) 2021-0017, a request to establish a
temporary home sales center including a sales office trailer, parking lot and
landscaping, for new home sales activities within The Landing at Tustin Legacy
residential community until June 30, 2025.

The Zoning Administrator asked all Zoom attendees to identify themselves for
the record. In attendance were: Irma Huitron, (Assistant Director), Scott Reekstin
(Principal Planner), Jorge Maldonado (Assistant Planner), and Vera Hurtado
(Recording Secretary) — City of Tustin, Cheryl Casanova, Susan McDowell, and
Ken Hesse - Brookfield Residential, were all in attendance.
Willkom opened the Public Comments section at 10:36 a.m.
Hurtado confirmed there were no public comments received.
Willkom opened the Public Hearing item at 10:37 a.m.
Willkom reviewed the item and did not need a presentation. For the record, she
briefly summarized the project. Willkom asked staff about Condition of Approval
No. 3.4 being that the project is a temporary use.
Reekstin stated since Brookfield Residential may need temporary power on a
temporary basis using a temporary power pole, staff would recommend a
modification to Condition of Approval No. 3.4 stating all permanent utilities
serving the site shall be installed underground.
Hurtado confirmed no input had been received on this item.
Willkom asked if the applicant had any questions or comments regarding the
modification to Condition of Approval No. 3.4.
The applicant, Susan McDowell, stated she had no questions and she accepted
the modified Condition of Approval No. 3.4.
Willkom adopted ZAA 21-005 approving the project, as amended and as stated
by Reekstin.

ADJOURNMENT: Meeting was adjourned at 10:41 a.m. The date of the next
meeting of the Zoning Administrator will be scheduled when items are set for hearing.
