Item: 4. SECOND READING AND ADOPTION OF ORDINANCE NO. 1515 AND ADOPTION OF
RESOLUTION NO. 21-68 Adoption of Ordinance No. 1515 approves Development Agreement
(DA) 2021-0001 between the City of Tustin and Irvine Asset Group LLC. Adoption of Resolution
No. 21-68 approves an Infrastructure Construction and Reimbursement Agreement between the
City of Tustin and Irvine Asset Group LLC.
eComment: Honorable Council Members, Please help clearly identify mitigations planned or in
place to address traffic south of 1-5 due to additional trip generation from this and potentially
future high density residential development south of 1-5? Previous discussion stated the
application requested reduced number of parking stalls because of availability of affordable
housing units assume higher use of public transportation is an ideal theory when located near
major transportation hub whereas Tustin IS NOT. Observations indicates in high-dense
development there tend to be higher street parking requirement. It should anticipate a large
percentage of residents will travel south on Red Hill toward business hubs in coastal area and/or
to Hwy 55 to 405. The section of Red Hill Ave south of 1-5 is at lane capacity limit, what type of
mitigation is anticipated to address this issue? To add to this concern is that the District is
perhaps 30% complete and actual traffic impact (not traffic analysis) has not been fully identified
due to the Covid pandemic and all traffic trips have been drastically reduced. The concern is not
the residential use at these locations, but rather, the intensity of the development. Francis Chu
