CONSENT CALENDAR: None PUBLIC HEARING: Opened the Public Hearing at 10:04 a.m. 1. USE DETERMINATION (UD) 2021-0001 AND CONDITIONAL USE PERMIT (CUP) 2021-0014 APPLICANT: SHAHID CHAUDHRY 14471 CHAMBERS ROAD, SUITE 105 TUSTI N, CA 92780 PROPERTY OWNER: HARRY CROWELL WHOLE IN ONE MANAGEMENT, LLP 3189 AIRWAY AVE., UNIT D COSTA MESA, CA 92626 LOCATION: 14471 CHAMBERS ROAD, SUITE 105 REQUEST: To establish and operate an adult daycare center. ENVIRONMENTAL STATUS: This project is Categorically Exempt (Class 1) pursuant to Section 15301 of the California Environmental Quality Act (CEQA). RECOMMENDATION: That the Zoning Administrator adopt Zoning Administrator Action (ZAA) No. 21-006 approving Use Determination (UD) 2021-0001 and Conditional Use Permit (CUP) 2021-0014 to establish and operate an adult day care facility located at 14471 Chambers Road. Zoning Administrator Action Minutes September 7, 2021 Page 2 The Zoning Administrator, Justina Willkom, asked all Zoom attendees to identify themselves for the record. In attendance were: Scott Reekstin (Principal Planner), Elaine Dove (Senior Planner), and Vera Hurtado (Recording Secretary) — City of Tustin. The applicant was unable to connect, due to technical difficulties. Willkom called a short recess in order to allow the applicant time to call in to the webinar meeting, which he did not or was unable to. The meeting resumed at 10:13 a.m. Dove provided a brief summary of the project to the attendees. Willkom asked about the hours of operation listed in Section F.1 of the Conditions of Approval, which showed 7:00 a.m. to 5:00 p.m. The agenda report showed the hours of operation would be 7:00 a.m. to 6:00 p.m. Dove confirmed the hours of operation would be 7:00 a.m. to 6:00 p.m. Willkom referenced Condition No. 2.1 of the Conditions of Approval, and she asked staff to add the number of staff members to Condition No. 2.1. The Condition should read, "the project approval is for a non-residential and non- medical healthcare adult daycare facility providing supervision, recreation, socialization, meals and snacks, medication management and other supported services by four (4) staff members for up to five (5) senior adults and/or disabled individuals". Willkom opened up the Public Input section for this item at 10:19 a.m. Hurtado confirmed no public input had been received. Willkom asked Dove if she provided the staff report and Conditions of Approval to the applicant. Dove confirmed she had and that the applicant had not provided any comments and/or concerns. Willkom closed the Public Input section for this item at 10:20 a.m. Willkom adopted ZAA 21-006, as amended.
