STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE BENETA WELL NO. 2 — PHASE I DRILLING PROJECT, CIP NO. 60151 SUMMARY The plans and specifications for the Beneta Well No. 2 — Phase I Drilling Project, CIP No. 60151, have been prepared and the project is now ready for bid. RECOMMENDATION It is recommended that the City Council: 1. Adopt Resolution No. 21-79 approving the plans and specifications for the Beneta Well No. 2 — Phase I Drilling Project, CIP No. 60151; and 2. Authorize the City Clerk to advertise to receive bids. FISCAL IMPACT Sufficient funds in the amount of $4,575,140 have been budgeted in the Capital Improvement Program for Fiscal Year 2021-22 for construction of both the drilling and equipping phases of the project. The preliminary estimate for the Phase I — Drilling Project is approximately $1.5 million, including Professional Hydrogeological Support Services during construction. The preliminary estimate for the Phase II — Equipping Phase is $3 million. The SARCCUP / OCWD grant of $1,575,140 will be applied to the overall construction costs, reducing the City's estimated project costs to approximately $2.9 million. This will be further refined as the drilling phase is completed and aquifer yield and ground water quality are assessed. CORRELATION TO THE STRATEGIC PLAN The project contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy 1, which among other items, is to ensure continuous maintenance and improvement of public facilities. In addition, Goal D: Foster strong relationships within the community, specifically, Strategy 2, enhance collaborative efforts with agencies within and outside Tustin on issues of mutual interest and concern. DISCUSSION AND BACKGROUND The Orange County Water District (OCWD), in partnership with Santa Ana Watershed Project Authority (SAWPA), was awarded $7,875,000 in Proposition 84 grant funds from the Department of Water Resources (DWR) for the Santa Ana River Conservation and Conjunctive Use Program (SARCCU P). These grant funds have been dedicated to construct five additional groundwater wells within the OCWD service boundaries. Tustin was selected to receive $1,575,140 in matching funds to assist in the construction of a new groundwater well. On February 2, 2021, the City Council DocuSign Envelope ID: D7F3131 B8-F671-4BAF-B089-C5AD160135C913 Beneta Well No. 2— Phase I Drilling Project September 21, 2021 Page 2 approved a contract entitled "Contract Between Orange County Water District and the City of Tustin Regarding Construction of Wells for Santa Ana River Conservation and Conjunctive Use Program (SARCCUP) Water Bank". The scope of work of the drilling phase includes site preparation, borehole drilling, geophysical logging, isolated aquifer zone testing, borehole reaming, casing installation, gravel envelope installation, annular seal installation, well development, and completion of the well head. The proposed well will be drilled in two passes (i.e. pilot borehole and reamed borehole) using the fluid reverse circulation rotary drilling method with installation of a gravel envelope to stabilize the formation materials. A 17.5-inch diameter pilot borehole will be drilled to an estimated total depth of 1,030 feet. Once the pilot borehole has been drilled, a suite of geophysical logs will be obtained. Isolated aquifer zone testing will then be performed, the results of which will be used to quantify aquifer yield and groundwater quality. This data will be instrumental for preparation of the final well design such that the best possible groundwater quality can be achieved. Production rates for the proposed well are expected to range from approximately 1,500 gallons per minute (gpm) to 2,000 gpm. Drilling, construction, development, and testing of the well will require approximately 120 calendar days to complete. During that period of time, several phases of the work will require 24-hour continuous operations on the part of the drilling contractor. The number of work days required for each major phase of well installation, and the nature of that work (i.e., 24-hour or daylight only) is summarized below. Residents adjacent to the site and the Tustin Unified School District are being notified of the project and potential impacts. Road closures are not expected, but the north sidewalk on Beneta Way may be closed intermittently.
