CLANTON, DIRECTOR, PARKS & RECREATION SUBJECT: AUTHORIZATION TO PURCHASE FOUR (4) SHADE STRUCTURES FOR THE LAUREL GLEN AND CAMINO REAL PARK SHADE STRUCTURES PROJECT (CIP NO. 20088) SUMMARY: Staff is requesting authorization to purchase of four (4) shade structures for the Laurel Glen and Camino Real Park Shade Structures project (CIP No. 20088) utilizing the Sourcewell cooperative government purchasing program. RECOMMENDATION: It is recommended that the City Council adopt Resolution 21-74, authorizing the use of the Sourcewell (formerly National Joint Powers Alliance) cooperative government purchasing program (Contract # 022113-LTS) for the purchase of four (4) shade structures from Playpower, Inc./USA Shade. FISCAL IMPACT: Sufficient funds have been budgeted for this project in the Fiscal Year 2021-2022 Capital Improvement Program. Utilizing the Sourcewell program for this purchase will provide a 10% savings on the equipment. The total estimated expenditure for the purchase of the shade structures for this project is $85,365. CORRELATION TO THE STRATEGIC PLAN: This project advances the following goals of the City of Tustin Strategic Plan: • Goal A. Economic and Neighborhood Development, Item 6 - by making improvements to existing parks to expand recreational activities. BACKGROUND: In July of each year, staff leads a tour of Tustin's parks for the Community Services Commission. During this tour, the Commission identifies potential capital projects to improve existing facilities or introduce new amenities. In 2018, the Commission identified a need for shade adjacent to the playgrounds at Laurel Glen and Camino Real Parks. While there are trees nearby at each park, they do not provide sufficient shade for the families and youth enjoying the playgrounds. DocuSign Envelope ID: D7F3131 B8-F671-4BAF-B089-C5AD160135C913 The 20' x 20' single post 4-point Hypar Sail Cantilever shade structure features a pre- engineered hollow structural steel frame with a tensioned high-density polyethylene fabric sail. (see Attachment 1). Two of these shade structures will be installed at each of the two parks. Sourcewell is a self-sustaining government organization based in Minnesota that has over 40 years of dedicated service helping local government, education and non-profit agencies operate more efficiently. The organization offers contract purchasing solutions that are competitively solicited nationally, offering over 400 awarded contracts. Sourcewell also provides access to volume pricing and discounts, which in the case of Playpower results in a 10% cost savings for equipment. Use of government purchasing programs is authorized pursuant to Tustin City Code Section 1625c. This project was identified by the Community Services Commission as the next to be completed on their seven-year Capital Improvement Project Priority List. West, City Manager, is hereby directed to sign and deliver all necessary requests and other documents in connection therewith and for and on behalf of the City of Tustin.
