CLANTON, DIRECTOR OF PARKS AND RECREATION SERVICES SUBJECT: CREATIVE SIGNALS GIFTED PUBLIC ART PROJECTS SUMMARY: At their September 22, 2021, Special Meeting, the Community Services Commission recommended to forward two Creative Signals cabinet wraps approved by the Public Art Committee for consideration by the City Council. RECOMMENDATION: It is recommended that the City Council adopt Resolution 21-85 approving two Creative Signals wraps submitted by the Tustin Area Council for Fine Arts (TACFA) and authorize the Parks and Recreation Department to accept both as gifted public art. FISCAL IMPACT: There is no fiscal impact as both Creative Signal wraps will be funded by TACFA and donated to the City of Tustin as gifted public art. CORRELATION TO THE STRATEGIC PLAN: This public art project is in accordance with Goal A of the Tustin Strategic Plan to enhance the vibrancy and quality of life in all neighborhoods and areas of the community. BACKGROUND: In September 2020, City Council approved the Creative Signals Public Art Program created by the Public Art Committee as an opportunity for public art to be gifted to the City of Tustin in the form of vinyl wraps installed on city-owned traffic signal cabinets located at lighted intersections. Developed in accordance with the Public Art Policy, the program is open to local businesses, non-profit organizations, or individuals wanting to donate a public art piece. At their July 21 , 2021 , meeting, the Public Art Committee received two proposals from TACFA for Creative Signals wraps to be installed on the traffic signal cabinets located on the corners of Sixth and EI Camino Real and B Street and First Street. Clanton Director, Parks and Recreation Services Attachments: Resolution 21-85 Creative Signal Wrap Designs DocuSign Envelope ID: E78FEBA2-FO26-47BA-AEOC-775EC6A6157B RESOLUTION NO. 21-85 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN CALIFORNIA APPROVING THE ARTWORK FOR TWO TRAFFIC SIGNAL CABINET WRAPS AS RECOMMENDED BY THE PUBLIC ART COMMITTEE AND AUTHORIZING THE PARKS AND RECREATION DEPARTMENT TO ACCEPT THE GIFTED PUBLIC ART WHEREAS, the City Council adopted Resolution 18-17 establishing a City of Tustin Public Art Policy to commission public art and accept gifted artwork; and WHEREAS, the Tustin Area Council for Fine Arts proposed two designs for traffic signal cabinet wraps and the Public Art Committee reviewed and discussed both proposals; and WHEREAS, the Public Art Committee has made recommendations to the City Council with regards to approving the cabinet wrap designs submitted by the Tustin Area Council for Fine Arts, as set forth in the accompanying staff report. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin hereby approves the artwork recommended by the Public Art Committee and authorizes the Director of Parks and Recreation to accept the gifted public artwork from the Tustin Area Council for Fine Arts; and PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 5t" day of October 2021.
