Meeting: Regular Meeting of the City Council Item: PUBLIC HEARING ITEM 8 eComment: Dear Mayor Clark and Councilmembers, I have been a resident of Tustin for 12 years and I hope to someday purchase a home and raise my family in this wonderful city. But that dream continues to get pushed further and further out of reach with each passing year because affordable housing development in the city is not keeping up with local needs and trends. Furthermore, families and individuals less fortunate than me are being displaced and made homeless each and every day. More than 400 of our own Tusin Unified School District students are homeless. This is a preventable and unacceptable situation that is in your power and under your responsibility to solve. Tustin exceeded its 5th Cycle development goals for moderate and above-moderate income levels, but failed miserably to meet its goals for very-low income units (33% of goal) and low-income units (38% of goal). The reason for this is simple -- affordable housing goals were not supported by tried and true policies and programs like an expanded inclusionary housing ordinance or more robust developer incentives like meaningful density bonuses and reduced parking requirements. Therefore, as a resident and a member of Tustin Planning Partnership, I urge you to demonstrate your commitment to meeting Tustin's stated housing goals in the 6th Cycle Housing Element by: 1) adopting a citywide 15% Inclusionary Housing Ordinance (for extremely-low and very low-income levels); 2) conducting MORE ANALYSIS on the realistic feasibility of the proposed affordable housing sites (especially Stater Bros., Tustin Marketplace, Enderle Center, Tustin Legacy, and Downtown); 3) back up all affordable housing and AFFH goals with specific POLICIES and PROGRAMS that incentivize the development of housing for the lowest incomes, thus ensuring Housing Element goals are achieved within the 6th cycle period; and 4) adopt proven, evidence-based anti-displacement policies to ensure that current affordable units are preserved and the lowest income residents are protected from displacement from their homes, neighborhoods, communities, and schools.
