STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: ADOPT RESOLUTION NO. 21-90 TO ACCEPT IMPROVEMENTS FOR THE FISCAL YEAR 2020-2021 ROADWAY REHABILITATION AND SIDEWALK REPAIR PROJECT, ZONE 2, CIP NO. 70020 AND AUTHORIZE THE CITY ENGINEER TO FILE A NOTICE OF COMPLETION SUMMARY Construction of the Fiscal Year 2020-2021 Roadway Rehabilitation and Sidewalk Repair Project, Zone 2 (CIP No. 70020), has been completed to the satisfaction of the City Engineer and is now ready for City Council acceptance. RECOMMENDATION It is recommended that the City Council take the following actions: 1. Adopt Resolution No. 21-90 accepting the construction of the Fiscal Year 2020-2021 Roadway Rehabilitation and Sidewalk Repair Project, Zone 2 (CIP No. 70020); and 2. Authorize the City Engineer to execute and file the Notice of Completion with the Orange County Recorder's Office. FISCAL IMPACT The final construction cost for the Fiscal Year 2020-2021 Roadway Rehabilitation and Sidewalk Repair Project, Zone 2 (CIP No. 70020) is $1,727,004.29, including a change order for $66,004.29 for additional street rehabilitation and sidewalk added to the scope of work. Sufficient funds were budgeted and appropriated in the Capital Improvement Program. The project is part of the City's ongoing Maintenance of Effort (MOE) obligation to maintain eligibility for Renewed Measure M (M2) funding and is funded through a combination of General Fund, Measure M2 Fair Share, and Gas Tax. CORRELATION TO THE STRATEGIC PLAN Rehabilitation of roadways and repair of sidewalks contribute to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy #5, which among other items, is to ensure continuous maintenance and improvement of public facilities. DISCUSSION On April 6, 2021, the City Council authorized the award of a construction contract to Onyx Paving Company. The Fiscal Year 2020-2021 Roadway Rehabilitation and Sidewalk Repair Project, Zone 2 (CIP No. 70020) consisted of asphalt concrete pavement repair, asphalt concrete overlay, slurry sealing, traffic striping, and removal and replacement of curb ramps to meet current federal DocuSign Envelope ID:4ABF8B99-456E-4E76-BAA2-3644DBA66AA4 Notice of Completion Fiscal Year 2020-2021 Roadway Rehabilitation and Sidewalk Repair Project,Zone 2, CIP No. 70020 October 19, 2021 Page 2 Americans with Disabilities Act (ADA) requirements on various streets within Zone 2 of the City's Pavement Management Program. The City is divided into seven pavement zones with one zone targeted each year for pavement maintenance. The current phase, Zone 2 (see attached map), is generally bounded by Irvine Boulevard to the north, Newport Avenue to the east, OCTA/SCRRA railroad to the south, and City boundary to the west. The project also includes citywide sidewalk repair which focuses on removal and replacement of damaged sidewalk at numerous locations throughout the City based on an annual field survey conducted by the Engineering Division. Said public works and improvement is more particularly described as follows: FY 2020-21 Roadway Rehabilitation and Sidewalk Repair Project, Zone 2 (CIP NO. 70020) BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law.
