STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR ROADWAY REHABILITATION ON BRYAN AVENUE BETWEEN RED HILL AVENUE AND BROWNING AVENUE AND ON RED HILL AVENUE BETWEEN IRVINE BOULEVARD AND MELVIN WAY (CIP NO. 70020) SUMMARY The plans and specifications for the Roadway Rehabilitation on Bryan Avenue from Red Hill Avenue to Browning Avenue and Red Hill Avenue from Irvine Boulevard to Melvin Way have been prepared and the project is now ready for bid. This project replaces phase 2 of the Joint Project with the County of Orange for Roadway Maintenance within Shared Boundary Areas that was approved by the City Council on January 19, 2021. The contractor selected by the County supplied the City with a bid that was higher than the County's Job Order Contracting pricing, and therefore does not meet the procurement requirements associated with piggybacking on the County's contract. RECOMMENDATION It is recommended that the City Council: 1. Adopt Resolution No. 21-93 approving the plans and specifications for the Roadway Rehabilitation Bryan Avenue from Red Hill Avenue to Browning Avenue and Red Hill Avenue from Irvine Boulevard to Melvin Way, CIP No. 70020, 2. Authorize the City Clerk to advertise to receive bids. FISCAL IMPACT This project is part of the City's on-going Maintenance of Effort (MOE) obligation to maintain eligibility for Measure M2 funding. A portion of FY 2020-2021 obligation was met by the joint roadway repair project (Phase 1) with the County of Orange that was approved by the City Council on January 19, 2021. The City's MOE benchmark for FY 2021-2022 is $1,697,045. This obligation will be met with a) annual roadway rehabilitation in Pavement Management for Zone 2, which was recently completed and b)this roadway rehabilitation project on Bryan Avenue from Red Hill Avenue to Browning Avenue and Red Hill Avenue from Irvine Boulevard to Melvin Way. Sufficient funds in the amount of$525,000 for the roadway rehabilitation project on joint streets with the County of Orange— Phase 2 (CIP 70020) has been included in the budget for Fiscal Year 2021- 2022 from the January 19, 2021 staff report. The engineer's estimate for the project is $400,000. DocuSign Envelope ID:4ABF8B99-456E-4E76-BAA2-3644DBA66AA4 Approve Plans and Specifications and Authorize Advertisement October 19, 2021 Page 2 CORRELATION TO THE STRATEGIC PLAN Rehabilitation of roadways and repair of sidewalks contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy #5, which among other items, is to ensure continuous maintenance and improvement of transportation facilities. DISCUSSION AND BACKGROUND The original Joint Project with County of Orange for Roadway Maintenance within Shared Boundary Areas was utilizing the County of Orange's purchase order through their Job Order Contracting (JOC) Process. The JOC process is a fixed price multi-year construction contract based on established or published unit prices that enables Orange County Public Works to deliver a large number of repairs, maintenance and minor construction under a single indefinite-quantity. These are often referred to as a construction catalog or automated cost database. The JOC Phase 1 project with the County was completed in June 2021 with RJ Noble Company. The scope of work included localized street repairs, concrete repairs and crack sealing. The cost was within the JOC pricing and within the estimated cost estimate. Phase 2 of the JOC Joint Project with the. County was planned for Fall 2021. When prices were received from the contractor in July 2021, the bid received was 40% higher than the set JOC pricing and original cost estimate. As a result, in order to comply with procurement guidelines, the project is being repackaged and competitively advertised on the market. The project will focus on the Bryan Avenue Street Rehabilitation and the Red Hill Avenue Street Rehabilitation. The scope work will include asphalt concrete overlay, traffic striping, and utility adjustments. The original JOC Phase 2 project also included residential joint streets with the County, including Wass Street, Melvin Way, Woodland Drive, Riverford Road, and Nixon Circle. These residential joint streets will now be included in FY 2022-2023 Annual Maintenance Street Rehabilitation program in Zone 3. This will utilize cost savings of slurry seal with the Zone 3 planned neighborhoods. In addition, paving on Browning Avenue from Irvine Boulevard to Bryan Avenue will be delayed in order to allow the East Orange County Water District to complete their Browning Avenue sewer upgrade project, which is currently planned for construction sometime this fiscal year.
