California is in the midst of a housing crisis SECRETARY NICOLE MURRAY brought about by a historic imbalance of supply and demand. Policies complicating a home TAYLOR MORRISON builder's ability to produce supply require stern review. Specifically,BIA/OC is asking the City of Tustin to prepare a draft moratorium or full repeal of ASSOCIATE MEMBER VP the current inclusionary zoning ordinance so that such language can be debated and adopted at a MARKHIMIIdELSTEIN future Council Hearing. As you may be aware, the City of Santa Ana enacted an extremely NEWMEYER&DILLRIN,LLP burdensome Inclusionary Zoning Policy,known as the Housing Opportunity Ordinance(HOO) in 2015. From 2016 to 2019, 2,900 units were approved by the city,but not a single unit was MEMBER AT LARGE built, and zero dollars of affordable housing funds were generated. P ETER VANEK INTREGAL COMMUNTIIES As soon as Santa Ana reduced their fee, hundreds of units applied for building permits and construction again occurred. This is a direct and tangible example of how fees, especially Inclusionary Fees,discourage development,reduce housing opportunity,and ultimately limit the MEMBER AT LARGE AN R supply of housing in ways that contribute to the ever-escalating affordability crisis across the COX CASTLE,&NICHOLSON LLP spectrum in Southern California.
