California is in the midst of a housing crisis SECRETARY NICOLE MURRAY brought about by a historic imbalance of supply and demand. Policies complicating a home TAYLOR MORRISON builder's ability to produce supply require stern review. Specifically,BIA/OC is asking the City of Tustin to prepare a draft moratorium or full repeal of ASSOCIATE MEMBER VP the current inclusionary zoning ordinance so that such language can be debated and adopted at a MARK HIMMELSTEIN future Council Hearing. As you may be aware, the City of Santa Ana enacted an extremely NEWMEYER&DILLION,LLP burdensome Inclusionary Zoning Policy,known as the Housing Opportunity Ordinance(HOO) in 2015. From 2016 to 2019, 2,900 units were approved by the city,but not a single unit was MEMBER AT LARGE built, and zero dollars of affordable housing funds were generated. PETER VANEK INTREGAL COMMUNITIES As soon as Santa Ana reduced their fee, hundreds of units applied for building permits and construction again occurred. This is a direct and tangible example of how fees, especially Inclusionary Fees,discourage development,reduce housing opportunity,and ultimately limit the MEMBER AT LARGE SEAN LER supply of housing in ways that contribute to the ever-escalating affordability crisis across the CDS CASTLE,8 NICHOLSON LLP spectrum in Southern California.
