Item: 4. FIFTH PUBLIC HEARING TO RECEIVE INPUT FROM THE COMMUNITY
REGARDING THE TRANSITION FROM AT-LARGE TO DISTRICT ELECTIONS AND SECOND
READING AND ADOPTION OF AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, ADDING SECTION 1309 TO CHAPTER 3 OF ARTICLE 1 OF THE TUSTIN CITY
CODE IMPLEMENTING BY-DISTRICT ELECTIONS OF FOUR COUNCIL MEMBERS AND
ESTABLISHING THE OFFICE OF THE MAYOR TO BE ELECTED AT-LARGE On October 25,
2021, the City Council conducted the first reading of Ordinance No. 1518, adding Section 1309
to Chapter 3 of Article 1 of the Tustin City Code implementing a transition from at-large to
district-based elections for four Council Members and establishing the Office of the Mayor to be
elected at-large.
eComment: Dear Members of Tustin Council, In my humble opinion, if you adopt map 113.
District 2 and the at-large mayor should be up for election in the 2022 cycle. I think 115 and 120
are more suited to the cities needs. But returning to District 2, our area needs representation,
and I think it is unfair that our part of town is the most neglected. Our complaints about parking,
homelessness, crime essentially go ignored because none of you live in our area, and we as an
area don't vote enough to make our voices count. We may not be the best part of the town, but
we deserve a voice on the council because we represent the area where more resources and
attention are needed. If we cannot clean up this part of the town, it will affect Tustin's public
perception. This will happen if we have an elected official we can email and talk with and live in
the area to understand our pain and struggles. I have neighbors who cannot move their vehicles
or park in front of their homes because we have people from the apartments that park their cars
in our neighborhood for multiple days. We have the most issues with homelessness, crime,
neglect and overall concerns about parking. We have high-density neighborhoods and low-
income and moderate-income residents working hard to survive. We have trash dumped on our
sidewalks and mattresses that litter the end of Newport Ave adjacent to the tracks. Frontier Park
is a homeless hangout, and people are drinking in the parks on a daily occurrence. All these
issues need to be addressed. Also, the other comment I would like to make is why you have split
up Tustin Ranch. Keep Tustin Ranch intact from Browning. It makes no sense to separate Tustin
