eComment: Thank you for the opportunity to provide comments on the City of Tustin's efforts to
create equitable voting districts for our five City Council representatives. As part of the process to
create voting districts, I recommend that the following step be included: Benchmark or gauge the
City's efforts against widely used, neutral, and fair guidance or criteria to assess the degree to
which the City's efforts result in fair voting districts, thereby providing effective voices for Tustin's
diverse citizens. In particular, consider benchmarking against the following or similar:

rop cess https://www.lwv.ora/sites/default/files/2021-03/TransparencX Report_FINAL.pdfThe
results of such benchmarking should be shared with all of Tustin's citizens to demonstrate that
the five City Council voting districts are equitable and represent the collective will of all voters.
Respectfully submitted, Robert J. Collar
