CLANTON, DIRECTOR OF PARKS AND RECREATION SERVICES SUBJECT: BOYS & GIRLS CLUB OF TUSTIN WALL MURAL PUBLIC ART PROJECT SUMMARY: At their October 20, 2021, Regular Meeting, the Community Services Commission recommended to forward a public art wall mural approved by the Public Art Committee for consideration by the City Council. RECOMMENDATION: It is recommended that the City Council adopt Resolution 21-98 approving the wall mural design submitted by the Boys & Girls Club of Tustin and authorize the Parks and Recreation Department to execute an agreement with the Club. FISCAL IMPACT: The total cost of the mural is $14,400. To date, the Boys & Girls Club of Tustin has raised $10,000 of this amount through donations and grants. In selecting this mural as their next project, the Public Art Committee also approved allocating the remaining $4,400 from the Public Art Fund. CORRELATION TO THE STRATEGIC PLAN: This public art project is in accordance with Goal A of the Tustin Strategic Plan to enhance the vibrancy and quality of life in all neighborhoods and areas of the community. BACKGROUND: In March 2021, the Boys & Girls Club of Tustin commissioned a 1,400 square foot mural on the west facing wall of their building as a way to bring attention and energy to the currently blank wall. Because the building is actually owned by the City of Tustin, the Boys & Girls Club of Tustin contacted City staff to inquire on the approval process for the mural and they were directed to the Public Art Committee. At their July 21, 2021, meeting, the Public Art Committee approved the design and partial funding of the mural as a collaborative project with the Boys & Girls Club of Tustin. Designed by local muralist Brian Peterson, the project depicts children working in their dream careers alongside the Club's motto of "Great Futures Start Here." Clanton Director, Parks and Recreation Services Attachments: Resolution 21-98 Boys & Girls Club Mural Design DocuSign Envelope ID: 89AB5F7E-7024-41 E5-8A70-595E64F5D32A RESOLUTION NO. 21-98 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN CALIFORNIA APPROVING THE ARTWORK AS RECOMMENDED BY THE PUBLIC ART COMMITTEE AND AUTHORIZING THE PARKS AND RECREATION DEPARTMENT TO EXECUTE AN AGREEMENT WITH THE BOYS & GIRLS CLUB OF TUSTIN WHEREAS, the City Council adopted Resolution 18-17 establishing a City of Tustin Public Art Policy to commission public art; and WHEREAS, the Public Art Fund includes an allocation of $15,000 for public art; and WHEREAS, the Boys & Girls Club of Tustin submitted a mural design and the Public Art Committee reviewed and discussed the submission; and WHEREAS, the Public Art Committee has made recommendations to the City Council with regards to approving the artwork submitted by the Boys & Girls Club of Tustin for a 1,400 square foot mural on the west facing wall of the Boys & Girls Club building as set forth in the accompanying staff report. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin hereby approves the artwork recommended by the Public Art Committee and authorizes the Director of Parks and Recreation to execute an agreement with the Boys & Girls Club of Tustin in a total amount not to exceed $4,400; and PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 16th day of November 2021.
