PUBLIC HEARING: Opened the Public Hearing at 10:01 a.m.

ENVIRONMENTAL STATUS:
This project is Categorically Exempt (Class 1) pursuant to Section 15301 of the
California Environmental Quality Act.
REQUEST:
To authorize an upgrade of an existing Type 20 ABC license (off-site beer and wine
only) to a Type 21 ABC license (off-site beer, wine and distilled spirits) at an existing
convenience store located at 610 W. First St.
RECOMMENDATION:
That the Zoning Administrator adopt Zoning Administrator Action (ZAA) No. 21-009,
approving Conditional Use Permit (CUP) 2021-0024 to authorize an upgrade of an
existing Type 20 (off-site sale beer and wine only) ABC license to a Type 21 (off-site

sale of beer, wine and distilled spirits) ABC license at an existing convenience store
located at 610 W. First Street.
The Zoning Administrator, Justina Willkom, asked all Zoom City staff attendees
to identify themselves for the record. In attendance were: Scott Reekstin
(Principal Planner), Mary Salman (Assistant Planner), Bruce Evans (applicant),
and Pardeep Kaur (owner of 7-Eleven).
Hurtado confirmed no public input was received for the item.
Salman provided a brief summary of the project.
Willkom did not have any questions or concerns regarding the item. She opened
the Public Hearing at 10:06 a.m. She asked if the applicant had any questions.
Mr. Evans, the applicant, did not have any questions and he commended the
Planning Department and Salman for being very responsive during the entire
process. He was also agreeable with the Conditions of Approval provided with
the report.
Hurtado confirmed no public input had been received for this item, as of 10:07
a.m.
Willkom closed the Public Hearing at 10:07 a.m.
Willkom confirmed she read the Findings and the Conditions of Approval for ZAA
21-009 and she did not have any questions.
Willkom adopted ZAA 21-009, approving CUP 2021-0024 authorizing an upgrade
of an existing Type 20 (off-site sale beer and wine only) ABC license to a Type 21
(off-site sale of beer, wine and distilled spirits) ABC license at an existing
convenience store located at 610 W. First Street..
