SUBJECT: CITY SUPPORT FOR THE MAP(S) THAT KEEP TUSTIN INTACT
WITHIN A STATE OF CALIFORNIA CONGRESSIONAL, SENATE,
ASSEMBLY, BOARD OF EQUALIZATION AND COUNTY OF ORANGE
SUPERVISORIAL DISTRICT
SUMMARY:
Consideration to advocate that the City of Tustin not be split and that the City would support
the map(s) that keep the City wholly within one State of California Congressional, Senate,
Assembly, Board of Equalization and County of Orange Supervisorial District.
The current draft of State level maps keep Tustin wholly intact.
Currently, the County is considering eight (8) draft maps. Several of the draft maps being
considered split the City into two (2) or more Supervisorial Districts. One map splits the City
into three (3) Supervisorial Districts. Two (2) maps keep the City whole.
RECOMMENDATION:
Direct staff to monitor the State and County redistricting processes and take action as needed
including executing the attached draft letter for transmittal to the Orange County Board of
Supervisors.
FISCAL IMPACT:
There is no fiscal impact associated with this item.
BACKGROUND:
State of California Congressional, Senate, Assembly and Board of Equalization Districts
Every 10 years, after the federal government publishes updated census information, California
must redraw the boundaries of its Congressional, State Senate, State Assembly and State
Board of Equalization districts, so that the districts correctly reflect the state's population.

CITY SUPPORT FOR STATE AND COUNTY REDISTRICTING MAP(S) THAT KEEP
TUSTIN INTACT
November 16, 2021
California voters authorized the creation of the California Citizens Redistricting Commission
(CRC) when they passed the VOTERS FIRST Act (Act) in 2008. It authorized the CRC to draw
the new district lines. The 14 -member CRC is made up of five Republicans, five Democrats,
and 4 not affiliated with either of those two parties. The CRC must draw the district lines in
conformity with strict, nonpartisan rules designed to create districts of relatively equal
population that will provide fair representation for all Californians. The CRC is required to
approve and certify final statewide maps to the Secretary of State by no later than December
27, 2021.
County of Orange Supervisorial Districts
Every ten years, supervisorial districts must be redrawn so that each district is substantially
equal in population. This process, called redistricting, is important in ensuring that each board
member represents about the same number of constituents. In Orange County, the Board of
Supervisors is responsible for drawing supervisorial districts. For the County of Orange, the
redistricting process must be completed by December 15, 2021.
DISCUSSION
State of California Congressional, Senate, Assembly and Board of Equalization Districts
The current draft of State of California Congressional, Senate, Assembly and Board of
Equalization Districts keep the City of Tustin wholly intact. Current and proposed District maps

County of Orange Supervisorial Districts
The City of Tustin (City) has reviewed the proposed maps being considered by the Board
of Supervisors for new Supervisorial Districts. As of November 10, six (6) of the eight (8)
maps being considered currently split the City into two (2) or more Supervisorial Districts.
One map (Map 5B) splits the City into three (3) Supervisorial Districts. Two (2) maps
keep the City whole. These maps are available online:

Section 21500 of the Election Code requires that Supervisorial Districts be substantially
equal in population and that district boundaries comply with the United States
Constitution, the California Constitution and the federal Voting Rights Act of 1965 (52
U.S.C. Sec. 10301 et seq.). In addition, the Election Code requires that Supervisorial

District boundaries be adopted based on the following criteria as set forth in the following
order of priority:
To the extent practicable, Supervisorial Districts shall be geographically
contiguous.
2. To the extent practicable, the geographic integrity of any local neighborhood or
local community of interest shall be respected in a manner that minimizes its
division.
3. To the extent practicable, the geographic integrity of a city or census designated
place shall be respected in a manner that minimizes its division.
4. Supervisorial District boundaries should be easily identifiable and understandable
by residents. To the extent practicable, Supervisorial Districts shall be bounded
by natural and artificial barriers, by streets or by the boundaries of the county.
5. To the extent practicable, and where it does not conflict with the preceding
criteria in this subdivision, Supervisorial Districts shall be drawn to encourage
geographical compactness in a manner that nearby areas of population are not
bypassed in favor of more distant populations.
As drafted, the City does not believe that the maps that split the City into two (2) or
more districts comply with items 2 and 3 above, which are two of the most important
considerations when evaluating Supervisorial District boundaries.

Dear Chairman Do:
The City of Tustin (City) has reviewed the proposed maps being considered by the Board of

splits the City into three (3) Supervisorial Districts. Two (2) maps keep the City whole.
