eComment: To the Mayor and City Council: Thank you for considering Community Choice
Energy/Aggregation for the City of Tustin. When it comes to clean energy, Community Choice
Energy, (CCE/CCA) is a win/win/win. It creates a competitive choice, rather than just one utility
CCEs consistently offer rates at or below the current utility rates. CCEs purchase as much as 10
x's the renewable energy compared to utilities. (Desert Community Energy launched in 2020 and
chose to offer a 100% carbon-free default rate to its customers, which equaled 20,000 cars off
the road in its first year!). It is a proven program in California for over 10 years now. There are
over 200 cities/counties/towns in 23 CCAs. and 11 million happy customers, (with a retention
rate of 93%!). CCE's bring millions and savings to each city: Monterey Bay Customer Savings:
$14M in 2019, approximately $19M is 2020. Clean Power SF has saved customers $11 million,
Irvine is looking at$10.6 million in annual net revenue and $7.7 million in annual savings for
Irvine consumers-while reducing emissions equal to recovering 78,000 cars off the road, and
San Mateo's CCE has saved customers over$18 million and reduced emissions equal to taking
30,000 cars off the road. Please don't delay and move forward ASAP exploring Community
Choice Energy. The deadline for joining (if you want to launch in 2023) is December 31 St. Thank
