CLANTON, DIRECTOR, PARKS & RECREATION SERVICES SUBJECT: AWARD OF BID FOR THE TUSTIN FAMILY AND YOUTH CENTER COURTYARD IMPROVEMENTS (CIP NO. 10085) SUMMARY: The bid opening for the Tustin Family and Youth Center Courtyard Improvements (CIP No. 10085) was held on December 16, 2021 , with A2Z Construct Inc. as the lowest responsive/responsible bidder. RECOMMENDATION: 1 . Award a construction contract to A2Z Construct Inc. in the amount of $83,980 subject to the approval of contract requirements by the City Attorney and final execution of the contract; and 2. Authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City FISCAL IMPACT: The Tustin Family and Youth Center Courtyard Improvements is included in the 2021- 2022 Fiscal Year Capital Improvement Program as a Park Development funded project budgeted at $120,000. CORRELATION TO THE STRATEGIC PLAN: The project advances Goal A of the City of Tustin Strategic Plan regarding Economic and Neighborhood Development by making improvements to existing parks to expand recreational activities. BACKGROUND: Opened in 1997, the Tustin Family and Youth Center (14722 Newport Avenue) is a 6,000 square foot facility designed to serve the specialized needs of the residents of southwest Tustin. The center provides a full range of family and youth-oriented social, educational, and recreational programs, and serves as a resource/referral center for families in need, youth-at-risk, and for individuals seeking self-improvement and vocational opportunities. DocuSign Envelope ID: BEEAB75A-8508-4310-BF6D-8D90EB180C2B In order to serve the large number of clients registered in the various programs and services hosted at the Tustin Family and Youth Center, staff has developed creative ways to maximize the available space, both indoors and outdoors. One example is the use of the parking lot as a space for the after school and summer day camp programs, food distributions, and special events. Converting three parking stalls on the north side of the parking lot into a multi-use courtyard will expand the programmable space available with a safer and more aesthetically pleasing location to continue serving the southwest Tustin community. The project also includes ADA access improvements, the replacement of the existing shade structure fabric, landscape improvements, and repainting the building exterior. SUMMARY: Sealed bids were opened on December 16, 2021 . The two (2) bids were as follows: Contractor Bid A2Z Construct Inc. (Rancho Santa Margarita) $83,980.00 Organic Scapes (Eastvale) $117,087.00 Reference checks of the contractor, review of the bid documents and required bonds, and a determination that the contractor possesses a valid contractor's license have been completed. The City Attorney will complete a review of the contract and insurance certificates. Construction is scheduled to begin late February 2022 and the project should be completed by April 2022.
