CALIFORNIA CODE OF REGULATIONS (GUIDELINES FOR THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT).
TO INSTALL COOLING AND HEATING EQUIPMENT WITHIN A
UTILITY YARD AT THE REAR SIDE OF AN EXISTING
OFFICE/MANUFACTURING BUILDING
RECOMMENDATION
That the Zoning Administrator adopt Action 01-006 to allow installation of outdoor
cooling and heating manufacturing equipment within a utility yard at the rear of an
existing office/manufacturing building.
BACKGROUND
Site and Surrounding Conditions
The utility yard is proposed in conjunction with an existing office/manufacturing use.
The site is located north of Myford Road and south of Interstate 5 within the Irvine
Industrial Complex Planned Community Industrial (Attachment A _ Location Map).
Surrounding uses include light industrial uses to the north, east, and west and the City
of Irvine to the south.
DISCUSSION
The existing facility is an office/manufacturing facility for SMC Corporation of America.
The business manufactures chillers for various industrial uses. The proposed utility yard

would be placed at the rear of an existing building and contain cooling and heating
equipment as follows (Attachment B - Submitted Plans):
. A cooling tower eighty-eight (88) inches in diameter and eight (8) feet eight (8)
inches in height;
. Four (4) gas heaters (235,000 BTUH per heater);
. A 25 horse power (HP) end-suction pump installed on a three (3) foot by four (4)
foot concrete platform four (4) inches in thickness; and,
. A water tank assembly with a vertical pump and distributor.
The proposed cooling tower and heaters would be used for water testing prior to use
during the manufacturing process. The applicant has indicated that the process involves
using hot [70 degree C (Celsius) water equivalent to 126 degrees F (Fahrenheit)] and
cold water. The insulated stainless steel water tank is used to hold the heated water and
the cooling tower is used to provide cold water.
All the equipment is proposed to be installed at the west side of the building where two
existing compressors are located. The equipment would be screened by a nine (9) foot
tall split block wall. The existing building is constructed of exposed aggregate concrete
panels. The proposed screen wall will complement the existing structures on the site. The
proposed location is not visible from the public right-of-way. Condition No. 2.1 requires
that the block wall screen all equipment and complement the building in material and
color.
The submitted plans refer to a roof cover over the equipment; however, no details have
been submitted. Condition No. 2.4 is included to require submittal of plans for the future
equipment cover for review and approval of the Community Development Department.
The applicant has submitted specifications for the proposed equipment. According to the
submitted specifications, the noise level generated by the cooling tower would be
equivalent to 65 db at fifty-two (52) feet six (6) inches from the edge of the tower. The
rear property line is more than one hundred (100) feet from the proposed cooling tower;
therefore, it is anticipated that the equipment will comply with the noise standards for an
industrial site. The proposed heaters are not anticipated to generate any noise; however,
to ensure that there would not be a noise impact to adjacent properties, Condition No. 2.2
is included to require a noise test upon installation of the equipment and provide
mitigation measures if necessary.
ANALYSIS
Construction of the proposed utility yard will not under the circumstances of this case be
detrimental to the health, safety, morals, comfort, or general welfare of the persons
residing or working in the neighborhood of the proposed use nor be a detriment to the
property and improvements in the neighborhood of the subject property, nor to the general
welfare of the City ofTustin in that:

· The proposed utility yard is consistent with General Plan policies for industrial
development which encourage light industrial uses that are non-polluting and can
co-exist with surrounding land uses. The heating and cooling equipment within
the utility yard will not create smoke, gas, dust, sound, vibration, soot, or glare or
use hazardous materials which may be obnoxious or offensive to persons
residing or conducting business in the City.
· The proposed utility yard will support the primary industrial use of the property by
enclosing heating and cooling equipment that is used to provide hot and cold
water for the manufacturing process within the building.
· As conditioned, the utility yard will screen the heating and cooling equipment from
the public right-of-way and adjacent properties.
· As conditioned, the heating and cooling equipment will comply with the City's noise
standards for industrial land uses.
