SUBJECT: OLD TOWN TUSTIN PLANTER BOX PUBLIC ART PROJECT PHASE 4
SUMMARY:
At their February 16, 2022, Regular Meeting, the Community Services Commission
recommended to forward three planter box art concepts, that were previously approved
by the Public Art Committee, for consideration by the City Council to complete the Old
Town Tustin Planter Box Public Art Project.
RECOMMENDATION:
It is recommended that the City Council adopt Resolution 22-09 approving three planter
box art designs and authorize the Parks and Recreation Department to execute
agreements with the respective artists.
FISCAL IMPACT:
Artists will be paid $500 for each completed concrete planter box which includes artists
materials. To finish all three planters would require $1,500 to be expended from the
Public Art Fund. The remaining balance available for public art projects this fiscal year
would be $5,600.
CORRELATION TO THE STRATEGIC PLAN:
A Public Art Program/Project is in accordance with Goal A of the Tustin Strategic Plan to
enhance the vibrancy and quality of life in all neighborhoods and areas of the community.
BACKGROUND:
In 2018, the City Council approved the City of Tustin Public Art Policy and established a
Public Art Committee to administer the Public Art Program and manage a $15,000 Public
Art Fund for the purpose of strategically commissioning public art projects. Since its
inception, the Public Art Committee has completed nine public art projects.
The Old Town Planter Box Art Project involves the painting of the City -owned concrete
planters in Old Town Tustin. The intent of the project is to create a unique sense of place

and to beautify and add interest to the sidewalks of the Old Town area. The majority of
the planter boxes were painted in three phases between 2019-2021.
At their January 19, 2022, meeting, the Public Art Committee chose three concepts to
complete the three remaining planters. One is located on Main Street in front of Centro,
and the other two are located in front of the Tustin Area Senior Center. The designs are
from three artists who had provided submissions for previous Public Art Committee
projects, which will be adapted to fit the dimensions of the planter boxes.
Staff estimates that Phase 4 of the Old Town Tustin Planter Box Art Project will be
completed by the end of March 2022; however, the work may extend into April if
necessary.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN
CALIFORNIA APPROVING THE ARTWORK AS RECOMMENDED BY
THE PUBLIC ART COMMITTEE AND AUTHORIZING THE PARKS AND
RECREATION DEPARTMENT TO EXECUTE AGREEMENTS WITH THE
RESPECTIVE ARTISTS
WHEREAS, the City Council adopted Resolution 18-17 establishing a City of
Tustin Public Art Policy to commission public art; and
WHEREAS, the Public Art Fund includes an allocation of $15,000 for public art;
and
WHEREAS, the Public Art Committee commissioned artists to submit design
proposals for Phase 4 of the Planter Box Public Art Project; and
WHEREAS, after reviewing the proposals, the Public Art Committee has made
recommendations to the City Council with regards to approving the artwork submitted
by three artists for one planter box on Main Street and EI Camino Real in Old Town
Tustin and two planter boxes at the Tustin Area Senior Center as set forth in the
accompanying staff report.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
hereby approves the artwork recommended by the Public Art Committee and authorizes
the Director of Parks and Recreation to execute agreements with the individual artists
as recommended in a total amount not to exceed $1,500; and
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 1 St day of March 2022.
