SUBJECT: PIONEER ROAD PARK SEAT WALL MURAL PUBLIC ART PROJECT
SUMMARY:
At their February 16, 2022, Regular Meeting, the Community Services Commission
recommended to forward a public art wall mural design selected by the Public Art
Committee for consideration by the City Council.
RECOMMENDATION:
It is recommended that the City Council adopt Resolution 22-10 approving the wall mural
design, submitted by artist Tom Clark, to be installed on the seat wall of the Pioneer Road
Park splash pad and authorize the Parks and Recreation Department to execute an
agreement with the artist.
FISCAL IMPACT:
The artist will be paid $5,000 upon completion of the wall mural, which leave the balance
remaining in the Public Art Fund for the 2019-2020 Fiscal Year at $10,600.
CORRELATION TO THE STRATEGIC PLAN:
This public art project is in accordance with Goal A of the Tustin Strategic Plan to
enhance the vibrancy and quality of life in all neighborhoods and areas of the community.
BACKGROUND:
In 2018, the City Council approved the City of Tustin Public Art Policy and established a
Public Art Committee to administer the Public Art Program and manage a $15,000 Public
Art Fund for the purpose of strategically commissioning public art projects. Since its
inception, the Public Art Committee has completed nine public art projects.
In January 2022, the Public Art Committee solicited artists through a Call for Artists to
complete a wall mural public art project on the seat wall of the splash pad at Pioneer
Road Park. 11 artists responded to the RFP submitting 13 mural concepts for the Public
Art Committee to review. After a discussion, the Committee approved a mural concept by
Tom Clark featuring a rustic, cowboy -themed mural with Pioneer Road Park spelled out
amongst the design. As per the City of Tustin Public Art Policy, this selection was

forwarded to the Community Services Commission for recommendation to the City
Council for final consideration and approval.
Staff estimates that the Pioneer Road Park Seat Wall Mural will be completed by the end
of April 2022.

RESOLUTION NO. 22-10
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN
CALIFORNIA APPROVING THE ARTWORK AS RECOMMENDED BY
THE PUBLIC ART COMMITTEE AND AUTHORIZING THE PARKS AND
RECREATION DEPARTMENT TO EXECUTE AN AGREEMENT WITH
THE ARTIST
WHEREAS, the City Council adopted Resolution 18-17 establishing a City of
Tustin Public Art Policy to commission public art; and
WHEREAS, the Public Art Fund includes an allocation of $15,000 for public art;
and
WHEREAS, a Request for Proposals was published and the Public Art
Committee reviewed and discussed each proposal; and
WHEREAS, the Public Art Committee has made recommendations to the City
Council with regards to approving the artwork submitted by Tom Clark for a painted
mural on the seat wall of the Pioneer Road Park splash pad as set forth in the
accompanying staff report.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
hereby approves the artwork recommended by the Parks and Recreation Department
and authorizes the Director of Parks and Recreation to execute an agreement with the
artist as recommended by the Public Art Committee in a total amount not to exceed
$5,000; and
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 1St day of March 2022.

Thomas Oark
With over 35 years in a variety of visual arts disciplines,Thomas feels his diversity of creative ventures
add more color to his palette with each discipline helping creatively inform and add depth and complexity
to the other.
In environmental design,Thomas has designed creative spaces in North Carolina, Missouri, Nevada,
Nebraska and throughout California. He has created a large diversity of murals for a number of organizations
throughout the country, from a church in Raleigh, NC, a youth center in St. Louis, Mo and homeless shelters
in Long Beach,Tustin and Anaheim, CA. He has designed stages across the country that have been witnessed
by over 800,000 people in Detroit, Los Angeles, Boise, Washington, D.C., Houston, Denver, Indianapolis,
Atlanta, Seattle, Minneapolis, St. Petersburg, Oakland and Irving, and designed for multiple events at Verizon
Amphitheater in Irvine, CA and more recently Segerstrom Hall in Costa Mesa, CA.
In performance art,Thomas has painted canvases at a remote orphanage in Sudai Russia to a National
Youth Conference in front of 26,000 at U.S. Bank Stadium in Minneapolis, MN. He's painted at a concert
with Jackson Browne and Sarah Mclachlan supporting Surfer's Healing, a group that helps autistic children
through international surf camps and for the Kobe Bryant Memorial telecast. His live paintings have raised
hundreds of thousands of dollars for charitable organizations and entertained thousands at jazz festivals,
conferences and corporate events in 21 states and 3 countries.
In graphic design,Thomas created the branding and promotion materials for Lite Beach Club, the first
corporate funded beach volleyball tour for Miller Brewing Co. and also was involved in the Rock the Vote
launch for MTV with logo, promotion and apparel design. He also helped with conceptual designs for the
opening of the Indiana Jones Adventure ride for Disneyland and logo design for their 50th anniversary.
