STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE PINE TREE PARK IMPROVEMENTS PROJECT CIP NO. 20087 SUMMARY The plans and specifications for the Pine Tree Park Improvements Project (CIP No. 20087) have been prepared and the project is now ready for bid. RECOMMENDATION It is recommended that the City Council: Adopt Resolution No. 22-11 approving the plans and specifications for the Pine Tree Park Improvements Project (CIP No. 20087); and 2. Authorize the City Clerk to advertise to receive bids. FISCAL IMPACT The engineer's estimate for the project is $1,988,611. In previous actions, the City Council has authorized funding in the amount of $1,393,580 for this project from the Community Development Block Grant Program (CDBG) in the following program years: FY 16/17 $ 167,509 FY 18/19 $ 211,116 FY 20/21 $ 513,145 FY 21/22 $ 501,810 $1,393,580 The project is also partially funded by the Park Development Fund in the amount of $478,000. A portion of the funding was used for consulting design services resulting in a remaining balance of approximately $427,000 for FY 2021/22. To minimize the impact to the Park Development Fund, staff will be requesting an additional $437,455 from the City's CDBG program allocation for FY 22/23, which is subject to City Council approval in April 2022. The City Council will then be asked to award a contract for this project in May 2022. Any additional appropriations needed to complete this project will be outlined and requested in that agenda report based on the total CDBG allocation approved at that time. CORRELATION TO THE STRATEGIC PLAN The Pine Tree Park Project contributes to the fulfillment of the City's Strategic Plan Goal B: Create a plan to protect the City's public assets. Specifically, the project implementation of Strategy 5, which among other items, is to improve turf and landscape conditions for all community parks. DocuSign Envelope ID: 1E4DOB21-EOA5-43C8-9C4C-746F4B204097 Pine Tree Park Improvements Project March 1, 2022 Page 2 BACKGROUND Pine Tree Park is a highly utilized park and includes a variety of enjoyable community amenities, such as a sand volleyball court, open and shaded turf areas, and a picnic shelter. The park is located at the corner of Bryan Avenue and Red Hill Avenue. The improvements will include restroom renovations, new landscaping, irrigation, turf, picnic shelter, sand volleyball court, playground equipment, rubberized playground surfacing, and a series of accessibility improvements in accordance with the Americans with Disabilities Act (ADA). Replacing the landscape, turf and irrigation will improve coverage, improve growth and enhance maintenance efficiency. The ADA improvements include access to play equipment as well as the walking paths and seating/picnic areas in and around the park. The typical service life for an irrigation system is 25-30 years and Pine Tree Park was built in 1973. Several individual projects have been completed over the years requiring multiple modifications to the irrigation system to accommodate each project accordingly. These projects include: • 1991 Installation of Playground Structure • 1999 Restroom Renovation • 2004 Picnic Shelter Installed • 2009 Play Equipment Replaced • 2010 Red Hill Avenue Parking Bay The new irrigation design accounts for the amenities within the park and corrects problems associated with the construction of the projects listed above. In addition, renovating the turf areas and re -sodding will improve durability, grade, drainage and enhance long term turf development. The original picnic shelter will be replaced to provide better shade for picnic shelter users. The renovation of the sand volleyball court will enhance the amenity currently used by patrons. Since this project involves the replacement and repair of existing facilities with minor modifications, it is Categorically Exempt under California Environmental Quality Act (CEQA) requirements. Resolution No. 22-11 DocuSign Envelope ID: 1E4DOB21-EOA5-43C8-9C4C-746F4B204097 RESOLUTION NO. 22-11 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE PINE TREE PARK IMPROVEMENTS PROJECT CIP NO. 20087 AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of the Pine Tree Park Project CIP No. 20087; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, the CIP No. 20087 project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA); Class 1, Section 15301: Existing Facilities; and NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Pine Tree Park Improvements Project CIP No. 20087 BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 1 st day of March, 2022.
