STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE ANNUAL ROADWAY REHABILITATION AND SIDEWALK REPAIR PROJECT - ZONE 3, CIP NO. 70021 SUMMARY The plans and specifications for the Annual Roadway Rehabilitation and Sidewalk Repair Project for Zone 3 (CIP No. 70021) have been prepared and the project is now ready for bid. RECOMMENDATION It is recommended that the City Council: 1. Adopt Resolution No. 22-08 approving the plans and specifications for the Annual Roadway Rehabilitation and Sidewalk Repair Project - Zone 3, (CIP No. 70021), and authorize the City Clerk to advertise to receive bids; and 2. Appropriate $630,000 from the Measure M2 Fund (Fund139) for sidewalk repairs and $1,700,000 from the General Fund - Capital Improvement Program (Fund 200) for roadway repairs to meet the City's Measure M2 Maintenance of Effort (MOE) obligation. FISCAL IMPACT This project is part of the City's on-going Maintenance of Effort (MOE) obligation to maintain eligibility for Measure M2 funding. The City's MOE benchmark for FY 2022-2023 is $1,697,045. It has been the City's practice to appropriate all necessary funding prior to awarding contracts for construction. The engineer's estimate for the project is $2,230,000 and staff anticipates and additional $100,000 will be needed for geotechnical and survey work as well as tree removal and replacement. Funding for sidewalk repair, geotechnical, survey and tree related work is provided through the City's Measure M2 Fair Share allocation (Fund 139) and pavement rehabilitation through the General Fund - Capital Improvement Program (Fund 200). Staff expects most of the sidewalk repair will occur prior to June 30, 2022 and will be reflected in FY 2021-2022 expenses. Roadway rehabilitation will occur after July 1, 2022 and will be reflected in FY 2022-2023 expenses. Staff requested a mid -year appropriation for this capital improvement project for related consultant services and the annual Street Striping and Pavement Marking program. The funding request outlined in this agenda report is specifically for the construction of roadway and sidewalk improvements. CORRELATION TO THE STRATEGIC PLAN Rehabilitation of roadways and repair of sidewalks contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. DISCUSSION AND BACKGROUND The Annual Roadway Rehabilitation and Sidewalk Repair Project, Zone 3 CIP No. 70021 includes asphalt concrete pavement repair, asphalt concrete overlay, slurry sealing, and traffic striping on various streets throughout the City within Zone 3 of the City's Pavement Management Program. The City is divided into seven pavement management zones with one zone targeted each year for pavement maintenance. Through a rolling seven-year cycle, this program is intended to maintain the integrity of City streets. The current phase, Zone 3 (see attached map), is generally bounded by Irvine Boulevard to the north, Browning Avenue to the east, Interstate Freeway 5 to the south and Newport Avenue to the west. Measure M2 Ordinance No. 3 requires each City to maintain a minimum level of General Fund expenditure for the maintenance of local streets and roads to meet Maintenance of Effort (MOE) obligations. The City's FY 2022-23 MOE benchmark is $1,697,045. The scope of work has been established to ensure final expenditures are above this benchmark and that the City's eligibility to receive Measure M2 funding is not compromised. CIP No. 70021 also includes the Annual Sidewalk Repair Project which focuses on removal and replacement of damaged sidewalk at numerous locations in Zone 3 based on an annual field survey conducted by the Engineering Division. The field survey identifies and evaluates locations where tree roots are causing sidewalk and curb and gutter damage. Under the project, some of these trees will be removed and replaced with trees of an acceptable species more suitable to the parkway area as recommended by the City's Certified Arborist. This project also provides improvements throughout the City to comply with the Americans with Disabilities Act (ADA). These locations are typically requested by citizens or are identified by City staff to provide repair to existing pedestrian access.
