CONSENT CALENDAR: None PUBLIC HEARING: Opened the Public Hearing at 10:02 a.m. 1. USE DETERMINATION (UD) 2022-0001 / CONDITIONAL USE PERMIT (CUP) 2022-0001 APPLICANT: Jonathan Dautrich Edison Puzzle Labs LLC 1458 Charleston Street Tustin, CA 92782 PROPERTY OWNER: Kurt Mullen CA 4-14 Fund, LLC 999 Corporate Drive, Suite 215 Ladera Ranch, CA 92694 LOCATION: 1622 Edinger Avenue, Suite C ENVIRONMENTAL STATUS: This project is Categorically Exempt (Class 1) pursuant to Section 15301 of the California Environmental Quality Act. REQUEST: To determine that an indoor commercial recreation use is a conditionally permitted use within the Industrial (M)Zone, and to establish an indoor commercial recreation use (an escape room) within an existing industrial office space at 1622 Edinger Avenue, Suite C. RECOMMENDATION: That the Zoning Administrator adopt Zoning Administrator Action 22-003 approving UD 2022-0001 and CUP 2022-0001 to determine that an indoor commercial recreation use is a conditionally permitted use within the Industrial (M)Zone, and to establish an indoor commercial recreation use (an escape room) within an existing industrial office space at 1622 Edinger Avenue, Suite C. Zoning Administrator Action Minutes March 3, 2022 Page 2 The Zoning Administrator, Justina Willkom, asked City staff to identify themselves for the record. Irma Huitron (Assistant Director), Scott Reekstin (Principal Planner), Jorge Maldonado (Assistant Planner) and Vera Hurtado (Recording Secretary) were all in attendance. Maldonado provided a brief presentation of the item. He did mention the number of tenant spaces was revised and noted in the agenda report (decreased from 5 to 4 other spaces in addition to the subject tenant space). Willkom asked about the exits within each of the escape rooms and if the exits will be appropriately identified should any person want to leave an escape room or if there is an emergency. In response to Willkom's question, Maldonado stated, as conditioned, the escape room will provide proper egress, as well as other building and safety details will be provided when the applicant submits plans for the minor interior tenant improvements that are being proposed. 10:13 a.m.: Willkom opened the Public Hearing Item. David See, See's Development Advisors, thanked Maldonado for his responsiveness and professionalism. "Maldonado was a pleasure to work with". In summary, tenant spaces were revised within the agenda report, as Maldonado previously mentioned. Mr. See and Mr. Dautrich, the applicant, were in agreement with the Conditions of Approval. The applicant is excited to get started with this business to bring more activity to the area. They do not anticipate any negative impact to the neighboring businesses (i.e. ample parking in the complex and hours of operation differ from the businesses in the complex). Hurtado confirmed no Public Input received. The applicant, Mr. Dautrich, did not have any additional comments. 10:14 a.m.: Willkom closed the Public Hearing. Willkom thanked Maldonado and the applicant for working together on the project. She stated she had reviewed the staff report and did not have any further questions of staff. She is in agreement with all of the findings that were included in the ZAA 22-003. Willkom adopted ZAA 22-003 approving the UD and the CUP to determine that an indoor commercial recreation use (in this case, an escape room) is a conditionally permitted use within the "M" Industrial Zone, and approving the establishment of an escape room within the office space located at 1622 Edinger Avenue, Suite C. REGULAR BUSINESS: None. MEETING ADJOURNED at 10:15 a.m.: The date of the next meeting of the Zoning Administrator will be scheduled when items are set for hearing.
