APPROVAL OF MINUTES - MAY 22, 2006, PLANNING COMMISSION MEETING. It was moved by Puckett, seconded by Nielsen, to approve the Consent Calendar. Motion carried 5-0. PUBLIC HEARINGS Adopted Resolution 2. No. 4023 CODE AMENDMENT 06-002 TO REPEAL TUSTIN CITY CODE SECTIONS 9242B(K) AND 9242C(C)(5) AND TO AMEND SUBSECTION B OF SECTION VI OF THE IRVINE INDUSTRIAL COMPLEX PLANNED COMMUNITY DISTRICT REGULATIONS AND TO AMEND SUBSECTION 1.E. OF SECTION I OF THE IRVINE Minutes - Planning Commission June 12, 2006 - Page 1 INDUSTRIAL COMPLEX (REDHILL) PLANNED COMMUNITY DISTRICT REGULATIONS TO REMOVE "SELF-STORAGE MINI WAREHOUSE" AS A PERMITTED USE IN THE INDUSTRIAL (M) ZONING DISTRICT AND IN THE IRVINE INDUSTRIAL COMPLEX PLANNED COMMUNITIES. RECOMMENDATION: That the Planning Commission adopt Resolution No. 4023 recommending that the City Council adopt Code Amendment No. 06-002 to repeal Tustin City Code Sections 9242b(k) and 9242c(c)(S) and to amend Subsection B of Section VI of the Irvine Industrial Complex Planned Community District Regulations and to amend Subsection 1.E. of Section I of the Irvine Industrial Complex (Redhill) Planned Community District Regulations to remove "self-storage mini warehouse" as a permitted use in the Industrial (M) Zoning District and in the Irvine Industrial Complex Planned Communities. 7:04 p.m. The Public Hearing opened. Reekstin Presented the staff report. Floyd Asked for the status of the 364,000 square foot building. Reekstin Answered the storage facility on Michelle Drive is in plan check. Floyd Asked if the planned expansion is also moving forward. Reekstin Answered in the affirmative. Floyd Verified that those two projects will be exempt from the new ordinance. Reekstin Answered in the affirmative, as long as the entitlements do not expire. Director Stated that when the City Council adopted the Urgency Ordinance, those two properties were exempted from the moratorium; the reason the projects were exempted was the applicants indicated they had substantially proceeded with their development plans and entitlement packages; the applicants have been diligently pursuing their developments. Floyd Asked how the City wound up with so many of these facilities when the County average is much lower. Minutes - Planning Commission June 12, 2006 - Page 2 Reekstin Nielsen Reekstin Director Nielsen Reekstin Menard 7:14 p.m. None Director Commissioners Director Responded that 1) the City's central location in the County makes it desirable to residents of other communities, and 2) the expansion and the new facility add significantly to the City's square footage. Asked if the staff knows how many recreational vehible storage facilities now exist in the City. Indicated that he did not survey those facilities but is aware of two. Added that she only knows of two and one of those is affiliated with a self-storage facility. Asked for clarification whether or not mini-storage facilities that may have additional land would be able to expand. Answered that an existing self-storage facility would not be able to expand; however, RV storage is not subject to the Ordinance and would not be prohibited. Asked if any members of the public wished to speak on this item. The Public Hearing closed. It was moved by Puckett, seconded by Lee, to adopt Resolution No. 4023. Motion carried 5-0. REGULAR BUSINESS STAFF CONCERNS 4. REPORT OF ACTIONS TAKEN AT THE JUNE 5, 2006, CITY COUNCIL MEETING. Indicated there were no actions to report from the City Council meeting. Asked if the Commissioners wished to hold the workshop before the next meeting since Commissioner Puckett will be absent; staff could present the workshop and update Commissioner Puckett at a later time. Agreed that the workshop should take place before the meeting on June 26, 2006. Reminded the Commissioners the Urban Land Institute (ULI) presentation will take place this Friday, June 16, at 9:00 a.m. Minutes - Planning Commission June 12. 2006 - Page 3 COMMISSION CONCERNS Lee Asked what the phasing plan is for Tustin Ranch Road at Walnut and how the connector is planned through the Legacy. Ogdon Indicated that staff will need to report back to the Commission. Lee Stated his question was whether or not all this is related. Ogdon Answered in the affirmative; one of the first things the Master Developer intends to do is extend Tustin Ranch Road from north Edinger to the Vestar site; the first phase has begun and mounding is being put in place for the overpass; staff can bring the phasing dates back to the Commission. Lee Stated the Chili Cook-off was wonderful; and, thanked Parks and Recreation Director Pat Sanchez for the great work by his staff. Noted he will be unable to attend the ULI presentation on Friday. Nielsen Asked if there has been any progress regarding the human arrow issue. Director Indicated that a workshop regarding various sign issues is being planned for the first meeting in July. Puckett Indicated he was looking forward to participating in the ULI interviews scheduled for tomorrow and will also plan to attend the presentation on Friday. Stated the Chili Cook-off was an enormous success; he enjoyed being a judge and testing 27 different recipes. Floyd Added his thanks to Parks and Recreation and other members of the Chili Cook-off Committee for their hard work. Congratulated Chair Menard for the successful completion of his bike ride from San Francisco to Los Angeles supporting AIDS charities. The Tustin Police Department Open House was well attended. Menard Stated it was a very exciting ride; and, indicated he regretted missing the State of the City and the Chili Cook-off, but it was worth it to complete the ride. Stated he wished to adjourn the meeting in memory of Frances Wilcox Logan, a Tustin pioneer, who passed away June 3, 2006, Minutes - Planning Commission June 12, 2006 - Page 4 and was buried today; Frances was well-known and respected for her dedication to the Tustin community and will be missed. 7:22 p.m. ADJOURNMENT The next regular meeting of the Planning Commission is scheduled for Monday, June 26, 2006, at 7:00 p.m. in the City Council Chamber at 300 Centennial Way.
