RECOMMENDATION:
That the City Council receive and file this report.
BACKGROUND/DISCUSSION:
At the meeting on June 19, 2006, Mayor Pro Tem Hagen requested a report on the status
of the development of the Village of Hope project currently under construction by the
Orange County Rescue Mission.
The following attachments are a summary of documents in response to this request:
1. September 29, 2005 letter from the City of Tustin to the Orange County Rescue

City staff has been meeting with OCRM representatives on a monthly basis since
September/October 2005 to assist them with obtaining a Temporary and/or Permanent
Occupancy of the Village of Hope facilities. The Building Official extended the associated
building permits and a timeline for the entire site that shows completion no later than
December 2006 (Attachment 5).

SUBECT: OPERATION OC - Temporary Certificate of Occupancy (TCO)
(Southerly Barracks Building)
Dear Jim:
Thank you for inviting the City's team to assist you with exploring a temporary certificate
of occupancy (TCO) so that the Orange County Rescue Mission can safely serve those
who have been misplaced by recent hurricanes in the Gulf Coast. We understand that
the Mission is working diligently to prepare your facility so that it will be safe and secure
for the evacuees that will call the Mission their home as they put their lives back
together.
Based on the preliminary information that you provided at our walk-through, you
indicated that there would be approximately 35 families and/or 150 individuals and that
a mess tent would be provided on-site.
In working toward finding a balance between helping those in need and ensuring their
safety, based on our walk-through, the following information, along with associated
contact individuals and telephone numbers, has been compiled to assist you and
provide guidance in your Operation OC endeavors. Please note that where possible,
without endangering Orange County Rescue Mission clients, visitors, and staff, we have
delayed compliance in some areas to assist you in accommodating victims as soon as
possible. But, in order to not revictimize the evacuees, we do require basic safety
standards to be met.
COMMUNITY DEVELOPMENT DEPARTMENT
(ELIZABETH BINSACK 714-573-3031 AND BJ AZARVAND 714-573-3120):
1. Please find attached an application for a TCO. In addition to the application,
please provide an operational and a site plan addressing the life safety issues
noted herein. TCOs are typically only granted for 30 days and only for non-
residential uses while minor non-life safety site work is being finished. We may
be able to consider reasonable extensions beyond the 30 days while you are
completing all of your permanent site improvements.

2. During our walk-through you indicated that a mess tent would be erected on the
SOCCCD property. In addition, it appears as though SOCCCD parking is
intended for your operation. Authorization from the District will be necessary.
3. Please provide an operational and site plan that shows how safe pedestrian and
vehicular access will be accommodated 24 hours a day. As an example, how will
pedestrians access the site and safely navigate their way to the barracks during
non-daylight hours? There are no street lights or sidewalks along Bumble Bee.
They would have to navigate approximately 1/3 mile distance.
4. Paved access and/or an acceptable means of access for emergency vehicles
and pedestrians for the purposes of assisting residents/occupants in case of
emergencies such as Police, Fire, and Ambulance must be provided in and
around the site.
5. An acceptable means of site lighting in the non-daylight hours needs to be
provided. Please provide security lighting per the Tustin City Code.
6. Trenches throughout the site would need to be secured, and construction debris
throughout the site must be removed.
7. All utilities (water, sewer, gas, electricity, telephone, and Storm Drain system)
shall be provided to serve the occupants of the building in a safe and adequate
means.
8. Mechanical system shall be provided for heating of the building as required by
Section 310.11 of the California Building Code. (CBC 2001 edition). Space
heaters are not an acceptable means of heating.
9. All exit signs, fire alarms, and smoke detectors shall be operational during the
time building is occupied. Proper exiting and exit signs must be provided on-site.
10. A construction barrier (fence) to separate residents from the construction zone
must be provided on the Village site and from the remainder the Legacy's
construction areas. Provide a site plan. The construction barrier on the west side
of the building is obstructing the exit path on ground level and directs occupants
back into the building for exiting. This is in violation of the existing requirement of
the CSC. Since the building is currently being occupied without an occupy
permit, this needs to be remedied immediately.
11 . Provide disabled accessible path of travel (interior and exterior) for disabled
persons in compliance with the Federal, State and Local Code requirements.
The elevator must be installed and operational. A portion of the walkway has
been removed in front of the elevator on the ground level and does not lead to an
approved paved path for disbursing the residents in the event of an emergency.
It was noted that there was some sort of disabled access waiver. There are
generally two laws that apply: the federal Americans with Disabilities Act and the
State's Title 24. I contacted the federal Department of Justice (the enforcement
arm of the ADA laws). To the contrary, they indicated that there are no waivers
and that many evacuees are disabled. With respect to Title 24, the Building
Division oversees these provisions and we cannot waive these requirements.
These are fundamental and we cannot assist in the discrimination of the

disabled. The disabled must be accommodated on-site and they must be able to
safely enter and exit the site and building.
12. The barrack close.ts are unsafe - such that an individual can become trapped
inside. The locking mechanisms on the bedroom closets shall be removed to
avoid accidental trapping.
13. All exposed and unfinished electrical panels, outlets, and conductors shall be
secured and completed.
14. All openings in stair wells shall be provided with windows or approved railing for
safety .
15. All fire rated doors as shown on approved plans within the stairway system shall
be installed and pass inspection.
16. Bars on rails are greater than 4 inches on center creating significant hazards to
children. Balcony railings shall be completed as shown on approved plans. All
openings shall be less than four (4) inches wide throughout the premises.
ORANGE COUNTY FIRE AUTHORITY (BRETT PETROFF, 714-573-6101):
1. Fire hydrant systems and associated water supplies must be inspected by OCFA
personnel and system installation completed. Sub-contractors can begin
requesting OCFA inspections of those portions of the system determined to be
privately owned. (OCFA Inspection Scheduling (714) 573-6150).
2. Emergency access roads and surfaces depicted on the site plan approved by
OCFA must be completed and inspected by OCFA staff. Contractors responsible
for the installation may contact OCFA staff at (714) 573-6150 when ready for
inspection.
3. A fire alarm system designed to comply with the requirements for an R1
occupancy must be designed and submitted to OCFA for review. Subsequent to
OCFA approval, the contractor must schedule the appropriate inspections of the
system by contacting OCFA staff at (714) 573-6150.
4. All egress systems must be free of any obstructions and allow occupants to exit
to the roadway system surrounding the structure. Hazards such as missing
walking surfaces must be restored and fall hazards must be eliminated. In
addition, the current project condition forces occupants using the stair towers to
pass back through breezeways, effectively re-entering the structure. Temporary
acceptable walking surfaces which allow occupants to pass around either end of
the building, may be an acceptable alternative for this temporary occupancy.
This will also require adjusting temporary fencing.
5. All fire rated assemblies separating the stair towers from the adjacent exit
balconies must be installed in accordance California Building Code requ irements
and made fully operational.
6. All emergency lighting units and exit signs must be replaced or repaired to
function properly and provide lighting under power failure conditions as
prescribed in the California Building Code.

7. Smoke alarms located within each residential unit must be verified as fully
operational. Smoke alarms must be powered through normal premises wiring
and also be provided with a battery back up power supply.
8. A building address must be clearly posted on the structure and sized so as to be
clearly visible from the roadway facing the building. In addition, individual unit
numbers must be posted on every entry door.
9. Fire extinguishers with a rating of not less than 2A:10BC must be placed
throughout the exit balcony system so that occupants can access them without
traveling more than 75 feet after leaving their unit.
10. The building must be posted as "No Smoking" and occupants must be advised of
the restriction. Additionally, management staff need to enforce the restriction.
11. No cooking is to be permitted within any unit.
12. Ariy temporary tent structures in excess of 200 square feet must be reviewed by
OCFA for compliance with fire code requirements.
PUBLIC WORKS (DANA KASDAN 714-573-3171; DOUG ANDERSON 714-573-
3172):
1. Water: The City has constructed, on behalf of the Irvine Ranch Water District
(IRWD), a domestic water lateral from the main water supply line in Valencia
Avenue to the Village of Hope's property line at Landsdowne Road for temporary
use of City supplied domestic water. This water line will be pressure tested and
bacteria tested within the next few weeks. Once the Village of Hope has
constructed their private water facilities to connect to the water lateral, the facility
will have domestic water to service the temporary housing needs.
2. Sewer: IRWD is currently reviewing and evaluating the condition of existing
sewer facilities to serve the Village of Hope's temporary occupancy needs.
When IRWD has completed their evaluation they will have a better idea of the
condition of the existing facilities for temporary use. The Village of Hope is
encouraged to pursue coordination with IRWD to provide temporary sewer
service until the ultimate sewer facilities are available. Provision of sewer
services would be subject to approval of appropriate legal agreement.
3. Access: Currently, access to the Village of Hope facility is provided via Warner
Avenue and through a temporary gated roadway that accesses Bumble Bee
Road, leading directly to the facility. This access is adequate until such time that
Valencia Avenue is completed and opened to serve the facility.
4. Dry Utilities: The Village of Hope is encouraged to contact the dry utility
providers (Edison, Gas Company, SBC, Cable TV, etc.) directly to coordinate
temporary service to the site. The City will encourage these providers to supply
temporary service until such time that permanent facilities are available.

TUSTIN POLICE DEPARTMENT (JOE GARCIA, 714-573-3310):
1. All rooms need to be clearly identifiable by numbers or letters so that the Police
Department can respond to calls for service.
2. The Rescue Mission shall provide telephone service in a manner meeting the
approval of the Police Chief for use by the residents to ensure proper access if
there is a need to call for emergency or public safety services.
3. Security shall be provided 24/7 in a manner meeting the approval of the Police
Chief.
4. Proper lighting shall be provided in and around the immediate housing area,
parking lot, along the access road and at the entry gate as to provide a safe
environment during the night time hours for both vehicles and pedestrians. An
acceptable lighting plan shall be submitted for review and approval.
5. Please provide a map of the site and barracks (which includes the location of
each room) to the Police Department and the Fire Authority in order to ensure an
effective response.
6. Please be advised that the current temporary fencing could increase Police
response due to children who wander beyond its borders and become lost and/or
injured.
PARKS AND RECREATION DEPARTMENT (PATRICK SANCHEZ, 714-573-3329):
1. On-Site Recreation - Describe the on-site recreation room function, its hours of
operation, type of equipment in the two recreation rooms, children capacity in
each room at full activity, level of supervision, etc.
2. Off-Site Opportunities - Frontier Park can be utilized for afterschool activities
during daylight hours. Under adult supervision the "oc club" kids could reserve
the park for active recreation. Operation OC would be asked to submit a facility
application to let us know which days and times would be utilized. (No Fee).
Transportation would be the responsibility of Operation OC. Weekend Picnic
Shelter use would need to be reserved 30 days in advance. (No Fee)
TUSTIN REDEVELOPMENT AGENCY (MARK TOMICH 714-573-3116):
The Redevelopment Agency will need the following prior to any temporary occupancy of
the Southern Barracks (Building 553):
1. General Liability and automobile Insurance certificate and endorsements. This
is required by the Sub-Lease Agreement. The insurance certificate on file with
the Agency expired in 2004.
2. An arrangement for security at the Warner gate. A separate security
arrangement (a separate contract with Securitas, using separate personnel), will
be necessary during hours that the guard shack is not staffed: Between 5:30

p.m. and 6:00 a.m., Monday thru Friday, and all day Saturday and Sunday.
Although a roving patrol checks the Warner gate every half-hour, housing up to
150 persons at the Village of Hope will necessitate 24-hour unrestricted access.
We anticipate that the hard surface for Valencia, past Landsdowne, will be in
place by the end of 2005. At that time, arrangements for direct access to the.
Village of Hope can be made with RDA and Public Works. (Should the Village of
Hope need a sample contract for your discussions with Securitas, please contact
Mr. Tomich.
3. The TCO may require an amendment to the Ground Lease. Please refer to
Section 7.1 of the Ground Lease.

APPROVAL
Dear Mr. Palmer:
Members of my staff and I met recently with John Luker of the Orange County Rescue
Mission on March 27th to discuss the status of your project and permits, and to ensure
timely completion so that you can meet your expectations. To this end we decided to
establish progress update meetings on the fourth Monday of each month. I am happy to
hear that the project is continuing to progress at the Village of Hope project site with a
projected completion date later this year. While many things have been completed at the
project site, I have enclosed a copy of Resolution No. 3817 with the project's outstanding
conditions of approval shaded to show which items still remain to be completed. It is
important that your contractors continue to request inspections for work completed so that
the City may verify that applicable conditions of approval have been satisfied. It is also
important to note that all applicable permits be obtained and inspections performed prior to
activating any utility connection. Since our last meeting, work has continued to proceed
without the benefit of inspections, and the Orange County Rescue Mission improperly
connected to the water system without the benefit of a meter and health and safety
devices. The connection was disconnected on April 14, 2006, by the City of Tustin Water
Division (see attached photographs). Please note that a certificate of occupancy has not
been issued for any purposes on this site.
The City of Tustin and the Orange County Rescue Mission share a common goal of
completing construction of this very important project; City of Tustin team leaders are
willing and available to work with you and your staff to ensure the success of the Village

CONDITIONAL USE PERMIT 01-030 AND DESIGN REVIEW 01-037
GENERAL
[8] (1) 1.1 The proposed use shall substantially conform with the submitted plans for
the project date stamped December 10, 2001, on file with the Community
Development Department, except as herein modified, or as modified by the
Director of Community Development and City Manager's Office in
accordance with this Exhibit. The Director of Community Development and
City Manager's Office may also approve minor modifications to plans d'uring
plan check if such modifications are found to be consistent with the
provisions of the Tustin City Code and other applicable codes.
8J (1) 1.2 Unless otherwise specified, the conditions contained in this ::xhibit shall be
complied with as specified or prior to the issuance of any building permits
for the project. subject to review and approval by the Community
Development Department.
[8] (1) 1.3 The subject project approval shall not become effective until and unless a
Quitclaim is executed by the Department of the Navy and a Ground Lease
between the City and the Orange County Rescue Mission is executed. The
Quitclaim and the Ground Lease shall be executed prior to issuance of any

l2J (1) 1.4 The subject project approval shall become null and void unless permits for
the proposed project are issued and substantial construction is underway
within eighteen (18) months of the date of the approval. Time extensions
may be considered if a written request is received by the Community
Development Department within thirty (30) days prior to expiration.
l8J (1) 1.5 Approval of this project is contingent upon the applicant signing and
returning to the Community Development Department within seven (7) days
of approval, a notarized "Agreement to Conditions Imposed" form.
l2J (1) 1.6 The applicant shall indemnify, hold harmless, and defend the City of Tustin
from any and all claims and liabilities arising out of a challenge of the City's
approval of this project, from use of the property, or from the conduct of the
applicant's business, or from any activity, work or things done, permitted or
suffered by the applicant in or about the property and shall further indemnify
and hold harmless the City of Tustin and its employees and agents from
and against any and all claims arising from any breach or default in the
performance of any obligation on the applicant's part to be performed under
the terms of this Conditional Use Permit and Design Review, arising from
any negligent or wrongful act or omission of the applicant, the applicant's
agents, contactors, employees, or invitees, and from and against all costs,
attorney fees, expenses, and liabilities incurred in the defense of any such
claim or any action or proceeding brought thereon.
l8J (1) 1.7 The applicant shall agree, at its sole cost and expense, to defend,
indemnify, and hold harmless the City, its officers, employees, agents,
and consultants, from any claim action, or proceeding brought by a third
party against the City, its officers, agents, and employees, which seeks to
attack, set aside, challenge, void, or annul and approval of the City
Council, Planning Commission, or other decision-making body, or staff
action concerning this project. The City agrees to promptly notify the
applicant of any such claim filed against the City and to fully cooperate in
the defense of any such action. The City may, at its sole cost and
expense, elect to participate in the defense of any such action under this
condition.
PLAN SUBMITTAL
I3J (3) 2.1 At the time of building permit application, the pians shall comply with the
1998 California Building Code (CBC), 1998 California Mechanical Code
(CMC), 1998 California Plumbing Codes (CPC), 1998 California Electrical
Code (CEC), California Title 24 Accessibility Regulations. Title 24 Energy
Regulations. City Ordinances. and State and Federal laws and regulations.

streets. Wall mounted fixtures shall be directed at a gO-degree angle
directly toward the ground. All lighting shall be developed to provide a
minimum of one (1) foot-candle of light coverage, in accordance with the
City's Security Ordinance. The study shall include all hardscape areas.
o A note shall be provided on the plans that "All parking areas shall be
illuminated with a minimum of one (1) foot-candle of light, and lighting
shall not produce light, glare, or have a negative impact on adjacent
properties."
o Cross-section details showing the installation of the proposed rooftop
equipment. Rooftop equipment shall be installed a minimum of six (6)
inches below the parapet. An elevation showing rooftop equipment
installation related to the height of the parapet and proposed equipment
must be identified at plan check submittal.

approval from the Building Official and architect or engineer of record.

~ (3) 2.6 The engineer of record shall submit a pad certification for Buildings A and
B to the Building Division for review and approval prior to the issuance of

WATER QUALITY
I:2J (1) 5.1 Prior to issuance of grading permits, the applicant shall obtain approval of
the Community Development and Public Works Departments for a Water
Quality Management Plan (WQMP) specifically identifying Best
Management Practices (BMPs) that will be used on-site to control
predictable pollutant run-off. This WQMP shall identify the structural and
non-structural measures which will be implemented on this project and shall
detail the implementation of BMPs whenever they are applicable to the
project; indicate the applicant is responsible for long-term maintenance
responsibilities; and, reference the location(s) of structural BMPs. The
applicant shall be responsible for implementing the provisions of the WQMP
on an ongoing, permanent basis.
I:2J (1) 5.2 Prior to the issuance of any permits, the applicant shall provide written
consent and authorization to enter the property for the purpose of
conducting compliance assessments. An authorized City inspector may
inspect the property for the purpose of verifying compliance with Chapter
4 of the Tustin City Code (Water Quality Ordinance) and verifying
compliance with the approved Water Quality Management Plan.
~ (1) 5.3 The following requirements shall be defined on permit plan cover sheets as
either general or special notes and the project shall be implemented in
accordance with the notes:
. Construction-sites shall be maintained in such a condition that an
anticipated storm does not carry wastes or pollutants off the site.
. Discharges of material other than stormwater are allowed only when
necessary for performance and completion of construction practices
and where they do not: cause or contribute to a violation of any water
quality standard; cause or threaten to cause pollution, contamination,
or nuisance; or, contain a hazardous substance in a quantity
reportable under Federal Regulations 40 CFR Parts 117 and 302.
. Potential pollutants include, but are not limited to: solid or liquid
chemical spills; wastes from paints. stains, sealants, glues, limes,
pesticides, herbicides, wood preservatives and soivents; asbestos
fibers, paint flakes or stucco fragments; fuels, oils, lubricants, and
hydraulic, radiator or battery fluids; fertilizers, vehicle/equipment
wash water and concrete wash water; concrete, detergent, or
floatable wastes; wastes from any engine equipment steam cleaning
or chemical degreasing; and superchlorinated potable water line
f1ushings. During construction, disposal of such materials should
occur in a specified and controlled temporary area on-site, physically

separated from potential storm water run-off, with ultimate disposal in
accordance with local, State, and Federal requirements.
. Dewatering of contaminated groundwater, or discharging
contaminated soils via surface erosion, is prohibited. Dewatering of
non-contaminated groundwater requires a National Pollutant
Discharge Elimination System Permit from the Califomia State
Regional Water Quality Control Board.
~ (1) 5.4 Earth, sand, gravel, rock, stone, or other excavated material or debris may
not be deposited or moved so as to cause the same to be deposited upon
or roll, blow, flow, or wash upon or over any public place or right-of-way or
the premises of another without the express written consent of the owner.
~ (1) 5.5 When loading or transporting any earth, sand, ground, rock, stone, or other
excavated material or debris, such material shall be prevented from blowing
or spilling onto the public right-of-way or adjacent private property. The
applicant shall be responsible for maintaining public rights-of-way in a
condition reasonably free of dust, earth, or debris attributed to the grading
operation. If any debris is deposited within the right-of-way or adjacent
property, the applicant shall be responsible for removing the material
immediately.
~ (1) 5.6 Prior to issuance of grading permits, the applicant shall submit a copy of the
Notice of Intent (NOI) indicating that coverage has been obtained under the
National Pollutant Discharge Elimination System State General Permit for
Storm Water Discharges Associated with Construction Activity from the
State Water Resources Control Board. Evidence that the NOI has been
obtained shall be submitted to the Building Official. In addition, the
applicant shall include notes on the grading plans indicating that the project
will be implemented in compliance with the Statewide Permit for General
Construction Activities,
~ (1) 5.7 A variety of best management practices including BMP Nos. 1, 4, 5, 6, 7,
10, 11, 12, 15, 19, and 24 as identified in the City's Best Management
Practices Handbook (attached as Exhibit B), shall be implemented on an
ongoing basis during construction to protect surface waters and prevent
wastes or pollutants from moving off-site during a storm, Potential
Dollutants include, but are not limited to, paints. stains, sealants, glues.
fuels, oils, lubricants, fertilizers, etc. Disposal of such materials shall occur
in a specified and controlled temporary area on-site, physically separated
from potential storm water run-off, with ultimate disposal in accordance with
local, State, and Federal regulations.

o Apply water twice daily, or chemical soil stabilizers according to
manufacturers' specifications, to all unpaved parking or staging areas
or unpaved road surfaces at all actively disturbed sites.
o Develop a construction traffic management plan that includes, but is not
limited to, rerouting construction trucks off congested streets,
consolidating truck deliveries, and providing dedicated turn lanes for
movement of construction trucks and equipment on-site and off-site.
o Use electricity from power poles rather than temporary diesel or
gasoline powered generators.
o Reduce traffic speeds on all unpaved roads to 15 mph or less.
o Apply approved chemical soil stabilizers according to manufacturers'
specifications to all inactive construction areas (previously graded
areas inactive for four days or more).
o Enclose, cover, water twice daily, or apply approved soil binders
according to manufacturers' specifications, to exposed piles of gravel,
sand, or dirt
o Cover all trucks hauling dirt, sand, soil, or other loose materials, and
maintain at least two feet of freeboard (i.e., minimum vertical distance
between top of the load and top of the trailer).
o Sweep streets at the end of the day if visible soil material is carried
over to adjacent roads (use water sweepers with reclaimed water
when feasible).
o Install wheel washers where vehicles enter and exit unpaved roads
onto paved roads, or wash off trucks and any equipment leaving the
site each trip.
[gJ (2) 6.2 The applicant shall use low VOC architectural coatings for all interior and
exterior painting operations (Mitigation Measure AQ-2).
ARCHAEOLOGICAL AND PALEONTOLOGICAL RESOURCES
[gJ (2) 7.1 Prior to issuance of grading permits, the applicant shall secure the
services of a County-certified archaeologist and paleontologist to conduct
salvage excavation of unique archaeological and paleontological
resources if they are found. If buried resources are found during grading
within the reuse plan area, a qualified archaeologist would need to assess
the site significance and perform the appropriate mitigation. The Native
American viewpoint shall be considered during this process. This could
include testing or data recovery. Native American consultation shall also
be initiated during this process (Mitigation Measures Arch-2 and Paleo-2)

!2J (2) 9.1
Pursuant to Section 19 of the Ground Lease between the City of Tustin
and Orange County Rescue Mission, the Rescue Mission shall not
oppose the future placement of any possessory interest tax, al valorem
tax, assessments or public service reimbursement charge or other fair-
share mechanism that is necessary to ensure that adequate fire
protection, police protection, parks and recreation facilities (including
bikeways/trails), lighting and landscaping maintenance are provided and
available and required on-site and off-site right-of-way improvements and
circulation improvements (including roadways, water, sewer, and other
utility systems) are financed and constructed and which improvements
can be assigned to the development site and which require participation
by the development site in a fair share contribution pursuant to the
EIS/EIR for the Disposal and Reuse of Marine Corps Air Station Tustin.
The applicant, pursuant to the Ground Lease, shall be responsible for any
such charges.

~ (2) 10.1 In conjunction with the approval of a site development permit, the applicant
shall provide a traffic operation and control plan to minimjze the traffic
impacts of proposed construction activity. The plans shall address roadway
and lane closures, truck hours and routes, and notification procedures for
planned short-term or interim changes in traffic pattems. The City of Tustin
shall ensure that the plan would minimize anticipated delays at major
intersections. Prior to approval, the City of Tustin shall review the proposed
traffic control and operations plans with any affected jurisdiction. The plans
shall be prepared by a California-licensed traffic engineer or civil engineer
experienced in the preparation of such plans (Mitigation Measure T/C-1).
~ (2) 10.2. The applicant shall utilize the following transportation management

Dear Elizabeth,
I received your letter dated April 24, 2006 regarding the condition of approvals
for the Village of Hope project. We are indeed making significant progress and
we should have the conditions for the temporary occupancy permit completed in
the next couple months for the South Dorm. This will require, however, that we
get pedestrian and vehicular access from Valencia to our site. We will also
continue to work in tandem on getting the overall conditions of approval
completed.
I spoke to John Luker after your meeting at the Village of Hope to review the
water connection situation. My understanding is that our site superintendent
connected to the potable water line at the back flow device which he thought was
being metered. Apparently, this was not the case and, at the suggestion of the
Tustin Water Department, he immediately changed the connection to a metered
potable water connection at the hydrant. At your on-site meeting with the Water
Department, Building Official and our staff, the conclusion was that this was the
correct connection and that there were no health and safety issues.
I am pleased that Henry Huang is now on board with the project and that you will
be working closely with John Luker on a monthly basis. If I can be of any
