Southern California Edison ( SCE ) Rule 20A Program
• California Public Utilities Commission (CPUC) established Electric Tariff Rule 20 in
1967 in response to local government interest in enhancing the aesthetics in their
communities.
• Three sub-programs, 20A, 20B, and 20C each address different funding mechanisms
and qualifications for undergrounding existing overhead utility lines.
• Under Rule 20A, projects are funded by all of SCE's ratepayers throughout the service
area using "work credits", which are issued to municipalities on a formula basis.
• Unused work credits are carried over year-to-year.
• As of year-end 2020, Tustin had a work credit balance of $ 1 ,448,255. Year-end
work credit balance not yet available for 2021 .
• To utilize work credits, the City must identify a specific undergrounding project and
adopt a resolution creating an underground utility district covering the project area.
CPUC Decision 21 -06-013
CPUC issued a Decision on June 3, 2021 revising the Electric Rule 20 Program.
The Decision discontinues the authorization of new Electric Rule 20A work credit allocations after
2022.
The Decision requires that each electric utility notify participating agencies to provide them with their
Rule 20A status, i.e., whether they are considered "active" or "inactive", along with their work credit
balance and the steps needed to be taken to change their status from inactive to active.
• To change status to active, the City must approve a Resolution forming an Underground Utility District
(UUD).
• The Decision does not set a deadline for the use of allocated work credits once a UUD is established.
• If the City elects not to establish a UUD and maintains inactive status, SCE has the authority to
reallocate unused work credits to other active Rule 20A projects.

PROJ ECIaQUALI FICATIONS
• For a project to qualify as a Rule 20A project, it must be determined that such
undergrounding is in the general public interest for one or more of the following
reasons:
Such undergrounding will avoid or eliminate an unusually heavy concentration of overhead electric
facilities;
The street or right-of-way is extensively used by the general public and carries a heavy volume of
pedestrian or vehicular traffic (minimum of 5,000 average trips per day);
Wheelchair access is limited or impeded by existing above ground infrastructure;
iThe street, road, or right-of-way adjoins or passes through a civic area, public recreation area, or an
area of unusual scenic interest to the general public; or
The street or right-of-way is considered an arterial street or major collector road.

PROJECT COST
• SCE has prepared a rough order of magnitude (ROM) cost estimate of the project in
the amount of $ 1 .2 million, including design, construction, private property connections,
removals of overhead facilities, and contingencies.
• A more refined cost estimate will be prepared as construction drawings are
developed. Project limits may be extended northerly as funding allows.
PROJECT SCHEDULE
• Upon formation of the UUD, the estimated project schedule is:
• Design/Pre-Construction Phases 18 months
• Bid Phase 3 months
• Construction / Overhead Facilities Removal 3 months
• Estimated project completion April, 2024
