SUBJECT: APPROVAL OF SPECIFICATIONS AND AUTHORIZATION TO SOLICIT BIDS
FOR DRILLING OF PASADENA AVENUE WELL (CIP No. 6130)
SUMMARY
The proposed project would pump local groundwater to meet a portion of the domestic retail
water demands within Tustin's water service area. Specifications for the drilling phase of the
Pasadena Avenue Well (CIP No. 6130) have been prepared; the project is now ready to be bid.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 06-88, approving specifications
for drilling the Pasadena Avenue Well (CIP No. 6130), and authorizing/directing the City Clerk
to advertise and solicit bids from qualified firms to drill a new well.
FISCAL IMPACT
The Fiscal Year 2006-07 Water Capital Improvement Program (WCIP) provides $2,132,184 for
the drilling and construction/equipping phases of the Pasadena Avenue Well Project (CIP No.
6130). The estimated cost for the drilling phase is $800,200.00. Council authorization to solicit
bids for the construction and equipping of the Pasadena Well will be requested by staff after the
drilling phase Is completed.
BACKGROUND
The proposed project involves two phases i.e., drilling and constructing/equipping a new well
and related appurtenances to pump groundwater that will satisfy part of Tustin's domestic water
demands. The well will be housed in a 1 ,450 square foot structure surrounded by landscaped
grounds. A Mitigated Negative Declaration for the project has been adopted by the City Council
per the California Environmental Quality Act. The two phases include:
1) Drillina Phase -This phase involves drilling a hole into the ground until the aquifer is
penetrated. The new well would be drilled to a depth of 1,200 feet. The drilled hole
is stabilized with alternating sections of solid and perforated stainless steel casing.
The perforations maintain the integrity of the hole while allowing water to flow
through it. The well is then tested to determine its pumping capacity. The test data
is used to design the pump and other ancillary equipment installed during the
construction phase.
2) Construction and Eauiooina Phase - This phase includes construction of a block
building to secure the well and reduce noise associated with well operation. This
phase also includes the installation of various equipment including the well pump,
electrical motor, disinfection system, well discharge and drain piping, electrical,
instrumentation and emergency generator. Project site landscaping would be
installed as well during this phase.

RESOLUTION NO. 06-88
A RESOLUTION OF THE CITY COUNCil OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING SPECIFICATIONS FOR DRilLING OF PASADENA
AVENUE WEll (CIP NO. 6130) AND AUTHORIZING ADVERTISEMENT FOR
BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to
contract for the drilling of Pasadena Avenue Well (CIP No. 6130); and
WHEREAS, the City Engineer has presented technical specifications for the drilling
said work; and
WHEREAS, on July 17, 2006, the Tustin City Council adopted Resolution No. 06-79
which approved the Final Mitigated Negative Declaration for Pasadena Avenue Well Site
Project (CIP 6130) and adopted a Mitigation Monitoring and Reporting Program pursuant to
the California Environmental Quality Act; and
NOW, THEREFORE, BE IT RESOLVED that the specifications presented by the City
Engineer and hereby approved as the drilling specifications for;
Pasadena Avenue Well Project (CIP No. 6130)
BE IF FURTHER RESOLVED that the City Clerk is hereby authorized and directed to
advertise as required by law for the receipt of sealed bids or proposals for the performance of
the work specified in the aforesaid specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin
held on the 1ih day of July 2006.
