HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: APPOINTMENT OF CITY COUNCIL MEMBER TO POLICY COMMITTEE FOR THE SOUTH ORANGE COUNTY MAJOR INVESTMENT STUDY SUMMARY The Orange County Transportation Authority (OCTA) is creating a Policy Committee to provide a forum for input from elected officials to the South Orange County Major Investment Study (SOC MIS). Elected representatives from each of the effected cities are being requested to participate on the Policy Committee. The major investment study is being conducted to determine deficiencies in the existing transportation system within the southern Orange County region, and to analyze potential capacity enhancements that could relieve traffic congestion. RECOMMENDATION Appoint a City Council member to the Policy Committee for the South Orange County Major Investment Study. FISCAL IMPACT None. BACKGROUND The Orange County Transportation Authority (OCTA) has initiated the South Orange County Major Investment Study (SOC MIS) to begin analyzing potential capacity enhancements for Interstate Route 5, between the San Diego County line and State Route 55, and other existing and future major transportation routes in the southern region of Orange County. A Technical Advisory Committee (TAC) consisting of state, county and city technical staff representatives has met to provide initial input for the study. City public works directors and traffic engineers generally attend the T AC meetings. OCTA is now creating a Policy Committee consisting of elected officials who would consider input from the TAC prior to bringing recommendations to the OCTA Board. Effected cities are being requested to designate City Council members to represent their cities on the Policy Committee. The study is expected to last approximately 18 months and the Policy Committee would meet approximately 6 times. Tim D. Serlet Director of Public Works/City Engineer Dana R.
