SUBJECT: AWARD CONTRACT FOR THE ANNUAL ROADWAY REHABILITATION AND
SIDEWALK REPAIR PROJECT, CIP NO. 70021
SUMMARY
Staff is requesting the City Council award a construction contract to the lowest
responsive/responsible bidder for the Annual Roadway Rehabilitation and Sidewalk Repair Project,
CIP No. 70021.
RECOMMENDATION
It is recommended that the City Council
1. Award a construction contract to the lowest responsive/responsible bidder, Onyx Paving
Company, Inc. in the amount of$2,442,000.00, for the Annual Roadway Rehabilitation and
Sidewalk Repair Project, CIP No. 70021 and authorize the Mayor and the City Clerk to
execute the contract documents on behalf of the City; and
2. Appropriate $497,000 from the Measure M2 Fund (Fund 139).
FISCAL IMPACT
The approved project budget is $2,330,000. Of this, an appropriation of$1,700,000 has been made
from General Fund — Capital Improvement Program (Fund 200) to ensure the City's annual
Maintenance of Effort obligation under Measure M2 is met. The balance of $630,000 has been
appropriated from Measure M2 Fairshare (Fund139). The bid price reflects the current competitive
bidding environment and recent cost trends for asphalt concrete, which is tied to the price of oil. An
additional appropriation of $497,000 will be needed to fully fund the project, including tree removal
and replacement, geotechnical and construction support, and 10% construction contingency for
unforeseen conditions. Staff recommends the additional funds be appropriated from Measure M2
Fairshare funds (Fund 139). Additional Measure M2 funding in the amount of $400,000 has been
appropriated for CIP 70021 for design and citywide pavement striping / markings, bringing the total
budget for CIP No. 70021 to $3,227,000.
CORRELATION TO THE STRATEGIC PLAN
Rehabilitation of roadways and repair of sidewalks contribute to the fulfillment of the City's Strategic
Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy
#1, which among other items, is to ensure continuous maintenance and improvement of public
facilities.
DISCUSSION
The Annual Roadway Rehabilitation and Sidewalk Repair Project, CIP No. 70021 includes asphalt
concrete pavement repair, asphalt concrete overlay, slurry sealing, and traffic striping on various
streets within Zone 3 of the City's Pavement Management Program. The City is divided into seven
pavement management zones with one zone targeted each year for pavement maintenance.
Through a rolling seven year cycle, this program is intended to maintain the integrity of City streets.

The current phase, Zone 3 (see attached map), is generally bounded by Irvine Boulevard to the
north, Browning Avenue to the east, Interstate Freeway 5 to the south and Newport Avenue to the
west. The project also includes sidewalk repair which focuses on removal and replacement of
damaged sidewalk at numerous locations in Zone 3 based on an annual field survey conducted by
the Engineering Division.
Formal bids were submitted electronically and publicly opened on March 29, 2022 and reviewed by
Public Works. Six (6) bids were received and are summarized below by order of least dollar amount:

Staff has reviewed the references and the State Contractor's License for Onyx Paving Company,
Inc. and has determined that they are appropriate for the subject project.
It is recommended that the City Council award the construction contract to the lowest
responsive/responsible bidder, Onyx Paving Company, Inc. for the Annual Roadway Rehabilitation
and Sidewalk Repair Project, CIP No. 70021 and authorize the Mayor and the City Clerk to execute
the contract documents on behalf of the City.
