HomeMy WebLinkAboutCDBG 2022-23 ACTION PLAN APPROVAL (ITEM 7) Presented on: April 19, 2022 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM OVERVIEW Established by the Housing and Community Development Act of 1974 Returns Federal Funds to local communities Funds assist in providing: Adequate housing Suitable living environments Expanding economic opportunities Anticipated Tustin allocation for Program Year 2022-23: $800,000 REVIEW OF CDBG ELIGIBLE ACTIVITIES Activities funded by CDBG must meet at least one of the three National Objectives: Must benefit Low and/or Moderate Income (LMI) persons Must address slum or blight conditions Must meet urgent community development needs CDBG PROGRAM REQUIREMENTS & PROCEDURE To participate in the CDBG Program the City is required to prepare: Consolidated Plan: Five-year planning document Action Plan: Annual planning document implementing Consolidated Plan goals Two public hearings are held annually during preparation of the Action Plan CDBG 2022 - 23 ACTION PLAN FUNDING FOR PUBLIC SERVICES ACTIVITIES February 26, 2020 - Citizen Participation Committee recommended CDBG funding for twelve ( 12) non-profits March 1 , 2022 - City Council approved continued funding allocations for each of the non-profits for the third and final year of the three-year funding cycle THREE-YEAR VS . ANNUAL FUNDING FOR PUBLIC SERVICES At the March 1 , 2022 public hearing, the City Council asked Staff to explore the option of changing to one-year (annual) funding for non-profits as opposed to three-year funding . City Staff has evaluated both options, and recommends continuing to fund non-profits on a three-year cycle. THREE-YEAR VS . The Draft Action Plan was made available for public review for 30 days beginning March 17, 2022 and ending on April 15, 2022. No public comments were received. Prior to this evening ' s meeting non-profit subrecipients submitted e- comments speaking in support of their programming and of continuing the three-year funding cycle. RECOMMENDATION That the City Council adopt Resolution No. 22- 13: Approving the Program Year (PY) 2022-23 Action Plan and funding allocations totaling approximately $800,000; authorize submission of the PY 2022-23 Action Plan to the U .S. Department of Housing and Urban Development (HUD) ; Authorizing the Community Development Department to enter into contracts with CDBG subrecipients for public services, non-public services, and fair housing services; and, 3. Directing staff to continue with athree-year funding cycle for public service activities. This includes hosting 29 training sessions and 28 virtual workshops within the City of Tustin .
