SUBJECT: CREATIVE SIGNALS PUBLIC ART PROJECTS
SUMMARY:
At their April 20, 2022, Regular Meeting, the Community Services Commission
recommended forwarding two public art Creative Signals cabinet wrap designs selected
by the Public Art Committee for consideration by the City Council.
RECOMMENDATION.-

ECOMMENDATION:It is recommended that the City Council adopt Resolution 22-20 approving two Creative
Signals wrap designs, submitted by the Heavy Collective and Kurt Brizzolara, to be
installed on the traffic signal cabinets at the corner of Newport Avenue and Holt Avenue
and District Drive and Park Avenue, respectively, and authorize the Parks and Recreation
Department to execute an agreement with the wrap vendor Majestic Sign Studio of
Corona.
FISCAL IMPACT:
Between the fees paid to the artists and the cost to produce and install both wraps, the
total project cost will be $4,981, which will exhaust the remaining balance of the Public Art
Fund for the 2021-2022 Fiscal Year.
CORRELATION TO THE STRATEGIC PLAN:
This public art project is in accordance with Goal A of the Tustin Strategic Plan to
enhance the vibrancy and quality of life in all neighborhoods and areas of the community.
BACKGROUND:
In 2018, the City Council approved the City of Tustin Public Art Policy and established a
Public Art Committee to administer the Public Art Program and manage a $15,000 Public
Art Fund for the purpose of strategically commissioning public art projects. Since its
inception, the Public Art Committee has completed ten public art projects.
In February 2022, the Committee approved the commissioning of two artists to provide
designs for two traffic signal cabinet wraps as part of the Creative Signals program
created by the Committee in 2020. The concept by artist the Heavy Collective featuring a

colorful geometric design will be located at the corner of Newport Avenue and Holt
Avenue and Tustin-based artist, Kurt Brizzolara's concept with a patriotic image including
the Tustin Hangar will be located at District Drive and Park Avenue. As per the City of
Tustin Public Art Policy, this project was forwarded to the Community Services
Commission for recommendation to the City Council for final consideration and approval.
Staff estimates that the Creative Signals wrap will be completed by the end of June 2022.

RESOLUTION NO. 22-20
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN
CALIFORNIA APPROVING THE ARTWORK FOR TWO TRAFFIC
SIGNAL CABINET WRAPS AS RECOMMENDED BY THE PUBLIC ART
COMMITTEE AND AUTHORIZING THE PARKS AND RECREATION
DEPARTMENT TO EXECUTE AGREEMENTS WITH THE RESPECTIVE
ARTISTS AND MAJESTIC SIGN STUDIO
WHEREAS, the City Council adopted Resolution 18-17 establishing a City of
Tustin Public Art Policy to commission public art and accept gifted artwork; and
WHEREAS, the Public Art Fund includes an allocation of $15,000 for public art;
and
WHEREAS, the Public Art Committee commissioned two designs for traffic signal
cabinet wraps; and
WHEREAS, after reviewing the proposals, the Public Art Committee has made
recommendations to the City Council with regards to approving the cabinet wrap
designs submitted by The Heavy Collective and Kurt Brizzolara, as set forth in the
accompanying staff report.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
hereby approves the artwork recommended by the Public Art Committee and authorizes
the Director of Parks and Recreation to execute agreements with the individual artists
and cabinet wrap vendor Majestic Sign Studio as recommended in a total amount not to
exceed $4,981; and
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 3rd day of May 2022.
