CONSENT CALENDAR: None. PUBLIC HEARING: Opened the Public Hearing at 10:01 a.m. 1. CONDITIONAL USE PERMIT (CUP) 2022-0004 APPLICANT: Efthemios Tsoubikas Eat Fantastic#5 Inc. 171 E. First Street Tustin, CA 92780 PROPERTY OWNER: The Mandavi Family Trust 253 S. Wetherly Drive Beverly Hills, CA 90211 LOCATION: 171 East First Street ENVIRONMENTAL STATUS: This project is Categorically Exempt pursuant to the California Environmental Quality Act (CEQA) Section 15301, Class 1 REQUEST: A request to authorize the on-site sales and consumption of beer and wine (Type 41 ABC license) in conjunction with a restaurant establishment with a drive-thru lane and outdoor dining area located at 171 East First Street. RECOMMENDATION: That the Zoning Administrator adopt Zoning Administrator Action (ZAA) 22-005 approving CUP 2022-0004 to allow on-site sales and consumption of beer and wine (Type 41 ABC license) in conjunction with an existing restaurant establishment (Eat Fantastic), with a drive-thru lane and outdoor dining area located at 171 E. First Street. Zoning Administrator Action Minutes May 26, 2022 Page 2 Leila Carver, Senior Planner Consultant, presented a Power Point presentation to the Zoning Administrator. The Zoning Administrator asked Carver to confirm that the hours of operation for the proposed restaurant and if the hours would be the same as the existing restaurant. Carver confirmed that the hours of operation the applicant is proposing are consistent with the previously approved establishment. The Zoning Administrator opened the Public Hearing item at 10:06 a.m. Hurtado confirmed no public input was received on this item. The Zoning Administrator asked Mr. Kevin Hufford, ABC Consulting and representative for the applicant, if he read the staff report and if he agreed with the Conditions of Approval. Mr. Hufford stated he was in agreement with the Conditions of Approval. The Zoning Administrator also asked when the restaurant was scheduled to open. Mr. Hufford will provide that info to the Zoning Administrator once he confirms with the applicant. The Zoning Administrator closed the Public Hearing item at 10:09 a.m. The Zoning Administrator read the staff report, Conditions of Approval, and ZAA and she was in agreement with the Conditions of Approval. She did not have any questions or concerns. The Zoning Administrator adopted ZAA 22-005. 2. RECOMMENDATION: That the Zoning Administrator adopt Zoning Administrator Action (ZAA) 22-006 approving CUP 2022-0006 to allow the on-site sales and consumption of beer and wine (Type 41 ABC license) in conjunction with a restaurant establishment (Rakkan Ramen) located at an existing restaurant tenant space at 2427 Park Avenue, Suite S003H. The Zoning Administrator opened/closed the Public Hearing item at 10:10 a.m. Hurtado confirmed no public input was received on this item. The Zoning Administrator read the staff report, Conditions of Approval, and ZAA and she was in agreement with the Conditions ofApproval. She did not have any questions or concerns. The Zoning Administrator adopted ZAA 22-006. REGULAR BUSINESS: None. ADJOURNMENT: 10:15 a.m. The date of the next meeting of the Zoning Administrator will be scheduled when items are set for hearing.
