Executive Order and EmergencyRegulation
March 28, 2022 — Governor Newsom signed Executive Order N-7-22
Called for up to 20 percent water conservation across California
Directed the State Water Resources Control Board (SWRCB) to pass
emergency regulation requiring all water suppliers to enact Level 2 of their
Water Shortage Contingency Plan (WSCP)
May 24, 2022 — SWRCB adopted Emergency Regulation
Requires all water suppliers to enact Level 2 of their WSCP with water
shortage level, at a minimum up to 20 percent (Level 2)
Bans non-essential turf at all commercial, industrial, and institutional
properties

Established permanent water use restrictions including:
Permanent irrigation schedules limiting irrigation days (summer 4-days / winter 3-
days)
Permanent limits on duration of irrigation (5 mins / station)
Requirements on car washing through use of bucket and hose with automatic shut-
off nozzle
No wash down of hard or paved surfaces (unless for health and safety)
No excessive runoff
No irrigation with 48-hours of measurable rain
Fixing leaks immediately upon notification
Restaurants serve water only upon request
Hotels offering opt-out linen service

Staff will utilize social media, City's website, direct informational
mailings and collaboration with neighboring agencies and the
Municipal Water District of Orange County to ensure consistent and
effective messaging
Increase waste water patrols and communication with customers
