SUBJECT: FINAL PARCEL MAP 2005-240
SUMMARY:
Final Parcel Map 2004-240 is a request to subdivide an existing parcel to create a
condominium office building for eleven (11) suites within an existing two-story office
building. The project site is 2.176 acres in area and is located at the southwest corner of
Walnut Avenue and Franklin Avenue within the Irvine Industrial Complex and the City's
Planned Community Industrial (PC-IND) zoning district (Attachment A - location Map).
The site is developed with a 33,669 square foot two-story office building. Plans for interior
and minor exterior modifications to the existing building have been approved and the
improvements are currently under construction. Applicant: Pacific Pointe Partners, llC.
RECOMMENDATION:
That the City Council adopt Resolution No. 06-97 approving Final Parcel Map 2004-240.
FISCAL IMPACT:
Final Parcel Map 2005-240 is an applicant-initiated project. The applicant has paid
applicable fees for the processing of this project.
ENVIRONMENTAL:
This project is categorically exempt pursuant to Section 15315, Class 15 of Title 14,
Chapter 3 of the California Code of Regulations (Guidelines for the California
Environmental Quality Act).
BACKGROUND:
On February 13, 2006, the Planning Commission held a public hearing and adopted
Resolution No. 4015 recommending approval of Tentative Parcel Map 2004-240 to the
Final Parcel Map 2005-240

City Council, and on February 21, 2006, the City Council approved Tentative Parcel Map
2004-240 by adopting Resolution No. 06-26.
DISCUSSION:
The project site is a 2.176-acre project and is part of a five-parcel complex with common
access from Walnut Avenue and Franklin Avenue that were developed in 1985. No
modification to the common drives and the parking area is proposed.
All existing easements will remain in effect; however, the applicant will create additional
Covenants, Conditions, and Restrictions (CC&Rs) per Condition 4.1 of Resolution No. 06-
26.
Staff has reviewed Final Map 2004-240 and has determined that the map is in
substantial conformance with the City Council's approval of Tentative Parcel Map 2004-
240, the City's Zoning Code and Subdivision Code, and the State Subdivision Map Act.
Staff recommends that the City Council approve Final Parcel Map 2004-240.

MULTIPLE SUITES WITHIN AN EXISTING TWO-STORY
OFFICE BUILDING LOCATED AT 2552 WALNUT AVENUE
The City Council of the City of Tustin does hereby resolve as follows:
I. The City Council finds and determines as follows:
A. That a proper application for Final Parcel Map No. 2005-240 was submitted
by Pacific Pointe Partners, LLC. requesting approval to create a
condominium office complex within an existing two-story office building
located at 2552 Walnut Avenue (Assessor Parcel Number 432-491-32);
B. That on February 13, 2006, the Planning Commission adopted Resolution
No. 4015 recommending that the City Council approve Tentative Parcel
Map 2005-240, and the City Council approved Tentative Parcel Map
2005-240 on February 21, 2006, by adopting Resolution No. 06-26;
C. That the proposed subdivision is in conformance with the Tustin General
Plan land use designation of Planned Community Commercial/Business
and Planned Community Industrial Zoning District in that these designations
provide for the development of offices;
D. That the site is physically suitable for the type and density of development
proposed;
E. That the design of the subdivision or the type of improvements proposed
are not likely to cause serious public health problems;
F. That the parcel map or the proposed improvements are not likely to cause
substantial environmental damage or substantially and avoidably injure fish
or wildlife in their habitat;
G. That the proposed subdivision is in conformance with Tentative Parcel
Map 2005-240, the Tustin Area General Plan, Tustin Zoning Code, State
Subdivision Map Act, the City's Subdivision Code, and has been
determined to be consistent with the Air Quality Sub-Element; and,
H. That Final Parcel Map 2005-240 is Categorically Exempt (Class 15) from
the provisions of the California Environmental Quality Act pursuant to
Section 15315 of Title 14, Chapter 3 of the California Code of Regulations
(Guidelines for the California Environmental Quality Act).

II. The City Council hereby approves Final Parcel Map 2005-240 to create a
condominium office building on a 2.176 acre parcel developed with a 33,669
square foot two-story office building, subject to final approval of the City Engineer.
PASSED AND ADOPTED at a regular meeting of the Tustin City Council held on the
7th day of August, 2006.
