JORDAN, CHIEF OF POLICE SUBJECT: REQUEST FOR AUTHORIZATION FOR CAPITAL EXPENDITURE CANINE SUMMARY The Tustin Police Department's Canine Unit consists of two Police Service Dogs and two handlers. Recently one of our Police Service Dogs, Elko, was diagnosed with a medical condition to his spine. After examining Elko, the veterinarian advised that Elko's injury was severe enough to prevent him from conducting the "normal" duties of a Police Service Dog and recommend his retirement from active duty. A new Police Service Dog is needed to not only bring the Tustin Police Department's Canine Unit up to full staffing levels, but also free up the patrol officers to allow them to address other issues rather than handling certain calls which are best handled by a canine officer. RECOMMENDATION Purchase one replacement police dog, related equipment, and necessary training from Falco Enterprises, Inc., at a total cost of $13,500. FISCAL IMPACT There is no fiscal impact to the City budget as this money was donated to the City for this specific purpose. BACKGROUND In May, 2006, Linda Indell, a Citizens' Academy graduate, was so impressed with the Canine presentation that she donated $20,000.00 to be used specifically for the purchase of another canine. This purchase will be utilizing those funds. Page 2 The purchase of this police service dog will be used to replace our current police service dog, Elko.
